The Reason Why The DPR Baleg Agreed To The Extension Of The 9 Year Village Head's Position To Maintain Stability

JAKARTA - The chairman of the Legislative Body (Baleg) of the DPR RI Supratman Andi Agtas said that the proposed extension of the term of office of the village head (kades) from 6 years to 9 years was based on the consideration of maintaining village stability. "Regarding this extension, one of our considerations is village stability," Supratman said after the Working Committee (Panja) Meeting on the Preparation of the Draft Law on the Second Amendment to Law Number 6 of 2014 concerning Villages (RUU Desa) Baleg DPR RI, Jakarta, quoted by ANTARA Thursday, June 22. This is because, his friction due to village head elections (pilkades) often interferes with village stability. "Therefore, we consider which excesses we consider that the friction among the community is much higher due to the Pilkades," he said.Galants of village stability, he continued, then caused problems on village growth which also became disrupted. In fact, villages should be the spearhead of economic growth. "In order to become the locomotive of the economy of future growth, stability is important for us to maintain," he said. According to him, proposals related to the village head term do not experience a countable extension of the Village Law currently in effect, namely the village head term can only be held for up to 18 years. It was also stated that what the Village Bill Drafting Committee meeting agreed was related to the proposed change regarding the change of the term of office of the village head, following the period in one period. Now (proposed) so 9 years on Village Number 6 of 2014 concerning Village (RUU) the Legislation Agency RI agreed to propose a change of the term of office of the village head (kades) to 9 years in one period, and can be re-elected.

The proposal for a change in the term of office of the village head is contained in Article 39 paragraph (1) of the Village Bill, which states that the village head holds office for 9 years from the date of inauguration. Article 39 paragraph (2) of the Village Bill has also been changed to "Village head as referred to in paragraph (1) can serve at most two consecutive or non-consecutive terms of office".
