JAKARTA - Minister of Home Affairs Tito Karnavian issued Instruction of the Minister of Home Affairs (Inmendagri) Number 62 of 2021 concerning Prevention and Control of Corona Virus Disease 2019 at Christmas in 2021 and New Year in 2022.

This Inmendagri regulates restrictions on community activities during the Christmas and New Year holiday periods. This is intended to suppress the spike in the spread of the coronavirus.

"This ministerial instruction will take effect on December 24, 2021, until January 2, 2022," Tito wrote in Inmendagri 62/2021, quoted on Wednesday, November 24.

The rules for December 24 to January 2 are as follows:

a. reactivate the function of the COVID-19 Handling Task Force in each environment, both at the provincial, district/city, sub-district, urban, and village levels as well as neighborhood units (RT)/(RW) no later than December 20, 2021;

b. implementing stricter health protocols (prokes) with the 5M approach (wearing masks, washing hands with soap/hand sanitizer, maintaining distance, reducing mobility, and avoiding crowds) and 3T (testing, tracing, treatment);

c. accelerate the achievement of vaccination targets, especially for the elderly, until the end of December 2021;

d. coordinate with the Regional Leadership Coordination Forum (Forkopimda) and other stakeholders including religious leaders, community leaders, community organizations, hotel managers, tourist attractions managers, mall managers, and business actors as well as other parties deemed necessary according to their respective characteristics regions in the context of prevention and enforcement of discipline in accordance with the provisions of laws and regulations;

e. do:

1. socialization of the elimination of the Nataru homecoming to community members and nomads living in their territory and if there are violations, sanctions will be given in accordance with the provisions of the legislation;

2. an appeal for the community not to travel, not to return to the village for purposes that are not primary/not important/not urgent; and

3. tightening the flow of inbound travelers from abroad, including Indonesian migrant workers (PMI) in anticipation of the Nataru homecoming tradition,

f. carry out tightening and monitoring of health protocols in three places, namely churches/places that function as places of worship during the 2021 Christmas celebration, shopping areas, and local tourist attractions, by enforcing policies in accordance with the Implementation of Level 3 Community Activity Restrictions (PPKM),

g. do:

1. ban on leave for State Civil Apparatus (ASN), Indonesian National Army (TNI), Indonesian National Police (Polri), state-owned enterprises (BUMN), and private employees during the Nataru holiday period;

2. an appeal to workers/labourers to postpone taking leave after the Nataru holiday period; and

3. further provisions on matters as referred to in number 1 and number 2 during the Nataru holiday period will be further regulated by the relevant technical ministry/institution (K/L),

h. make an appeal to the school:

1. distribution of report cards for semester 1 in January 2022; and

2. not a special holiday on the Nataru holiday period,

i. implementing Level 3 PPKM at weddings and similar events;

j. eliminate arts, culture, and sports activities from December 24, 2021, to January 2, 2022;

k. closing all squares on December 31, 2021, until January 1, 2022;

l. perform engineering and anticipate the activities of street vendors in the center of the crowd in order to keep the distance between traders and buyers;

m. if the community for a primary reason must travel outside the region, then:

1. optimize the use of the PeduliLindung application;

2. carry out a PCR test or rapid test by adjusting the mode of transportation used when going out of the area and entering/returning from outside the area, this is to ensure that the traveler is negative for COVID-19; and

3. in the event that a traveler as referred to in number 2 who is positive for COVID-19 is found, then self-quarantine or quarantine in a place that has been prepared by the government to prevent transmission with quarantine time according to health procedures,

n. implementing agencies in the field of transportation and the Civil Service Police Unit (Satpol PP) strengthen, control, supervise travelers at Check Point Command Posts in their respective regions together with the National Armed Forces (TNI) and National Police (Polri) during the Christmas and New Year (Nataru) holiday period;

o. all Satpol PP, Community Protection Unit (Satlinmas), and Regional Disaster Management Agency (BPBD), as well as firefighters to increase preparedness and active involvement:

1. in preventing and overcoming public activities that may disturb the peace and order of society;

2. in preventing and overcoming mass gathering/crowding activities in public facilities, entertainment facilities (shopping centers and restaurants), tourist attractions, and worship facilities, during the Nataru holiday period; and

3. anticipate weather conditions that have the potential for natural disasters (floods, earthquakes, landslides, and volcanic eruptions) in December 2021 and January 2022.

The special rules in the implementation of worship and commemoration of the 2021 Christmas Day are:

a. The Church established a COVID-19 Handling Health Protocol Task Force in coordination with the Regional COVID-19 Handling Task Force.

b. on the implementation of worship and Christmas celebrations:

1. should be done simply and not excessively, and emphasizes fellowship in the midst of the family;

2. held in a hybrid manner, namely in the congregation/collectively in the church and online with the worship service that has been prepared by church administrators and administrators; and

3. the number of people who can participate in worship activities and Christmas celebrations in congregation/collectively does not exceed 50 percent of the total capacity of the church,

c. In organizing Christmas worship and celebrations, church administrators and administrators are obliged to:

1. prepare officers to carry out and supervise the implementation of health protocols in the church area;

2. carry out regular cleaning and disinfection in the church area;

3. using the PeduliLindungi application when entering and exiting the church and only those with yellow and green categories are allowed to enter;

4. regulate the flow of congregational mobility and the entrance and exit of the church in order to facilitate the implementation and supervision of health protocols;

5. provide handwashing/soap/hand sanitizer facilities at the entrance and exit of the church;

6. provide a temperature checking device at the entrance for all church users;

7. apply distance restrictions by placing a special mark on the floor/chair, at least one meter apart; and

8. regulate the number of congregations/people/church users who gather at the same time, to facilitate social distancing restrictions.
