Following Up On BPK Recommendations, Ministry Of Finance Releases New PNBP Rules

The Minister of Finance issued Minister of Finance Regulation (PMK) Number 58 of 2023 concerning Amendments to the Regulation of the Minister of Finance Number 155/PMK.02/2021 concerning Procedures for Management of Non-Tax State Revenue (PNBP) to reorganize PNBP management to be of higher quality.

It was stated that the regulation signed by the Minister of Finance Sri Mulyani came into effect on May 29, 2023. It was explained that the PNBP management arrangement was a fundamental thing that became a guideline in the practice of PNBP management by relevant managers and stakeholders.

PNBP Director of Ministries/Institutions (K/L) Wawan Sunarjo said that the management of state revenue sources continues to pay attention to changing, the process of drafting tariffs, the objection process for relief, and including how to manage it.

"This PMK was issued to perfect several substances regulated in PMK Number 155/PMK.02/2021 with the aim of improving PNBP governance and optimizing Non-Tax State Revenue," he said as reported by the official website today, Friday, June 9.

Wawan explained that there are several important points in the new belief, such as supervision, which will be optimized by the Itjen function, improvement of the verification and monitoring mechanism, Automatic Blocking System (ABS) to increase mandatory payment compliance.

Then, the certainty of ease of service to the community through an integrated system, supports the implementation of spending sourced from PNBP, to encourage improving the quality of PNBP management

"This provision is also a follow-up to the recommendation of the Supreme Audit Agency (BPK) so that the Ministry of Finance sets an award policy and sanctions in the management of PNBP," he said.

Wawan added that the entire PNBP management process should be carried out in a transparent, accountable and responsible manner.

"PMK 58 of 2023, although it has just come out, is effective enough to carry out various escalations or increase the potential of PNBP," he said.

VOI noted, until the close of last April, the number of PNBP collected reached IDR 217.8 trillion. This figure is equivalent to 49.3 percent of this year's overall target of IDR 441.4 trillion.
