Ministry Of Home Affairs: Local Governments Must Susun PPE 2024 On Time

JAKARTA - The Ministry of Home Affairs (Kemendagri) continues to encourage local governments (Pemda) to prepare a regional revenue and expenditure budget (APBD) in 2024 on time, in accordance with the stages and schedules set in the Minister of Home Affairs Regulation Number 15 of 2023 concerning Guidelines for the Preparation of the 2024 APBD.

Daily Executive Director General of Regional Finance at the Ministry of Home Affairs Horas Maurits Panjaitan said that the preparation of the APBD must prioritize the need for implementing government affairs that are the authority of the region and the ability of regional income.

"In its implementation it must be carried out in an orderly, efficient, economical, effective, transparent, participatory manner, and responsible manner by taking into account the sense of justice, propriety, benefits for the community and obeying the provisions of the legislation," said Maurits in his statement, Friday, November 3, quoted by Antara.

The Ministry of Home Affairs held the 37th workshop entitled "The Socialization of Guidelines for the Preparation of the 2024 Special State Budget for National Health Insurance" to equalize perceptions and understandings of the policy direction for the preparation of the 2024 APBD, both from the Ministry of Home Affairs and related ministries/agencies.

"This activity is important to implement in order to equalize perceptions, understanding insights for officials/officials and regional apparatus," he said.

Maurits emphasized that regional heads should apply the principle of money follow programs, namely budgeting to focus on programs that are directly related to national priorities and have a direct impact on the community.

"The spending budget policy is based on money follow programs by ensuring maturity in translating the needs in achieving the performance of a program and benefit for the community," he said.

In addition, he also conveyed several changes in the guidelines for the preparation of the 2024 APBD, namely adjustments to the issuance of Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments.

In this case, the regional income policy refers to Government Regulation Number 35 of 2023 concerning General Provisions for Regional Taxes and Regional Retribution, Transfer policies to Regions, mandatory spending policies on education and infrastructure, poverty reduction and eradication of extreme poverty, stunting reduction, and handling of inflation in the regions.

Local governments are required to fulfill the budget allocation in accordance with the provisions of the legislation.

"In the event that the regions do not meet the expenditure allocation, the minister who organizes government affairs in the financial sector postpones and/or cuts the distribution of public transfer funds after coordinating with the Minister of Home Affairs and related technical ministers," concluded Maurits.
