JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has issued Minister of Home Affairs Instruction Number 35 of 2021 concerning Level 4, 3, and 2 Community Activity Restrictions (PPKM) in the Java and Bali Region which is valid until August 30.

In the Minister of Home Affairs, the government added more districts/cities that implemented Level 3 PPKM than the previous period. A number of agglomeration areas such as Jabodetabek, Greater Bandung, and Greater Surabaya have dropped to Level 3 PPKM.

In DKI Jakarta, Level 3 PPKM is implemented in all areas, namely the Thousand Islands Administrative District, West Jakarta Administrative City, East Jakarta Administrative City, South Jakarta Administrative City, North Jakarta Administrative City, and Central Jakarta Administrative City.

In Banten, Level 3 PPKM was implemented in Cilegon City, Serang City, Pandeglang Regency, South Tangerang City, Tangerang City, and Tangerang Regency,

In West Java, Level 3 PPKM  was implemented in Kuningan Regency, Indramayu Regency, Purwakarta Regency, Banjar City, Pangandaran Regency, Cirebon Regency, Ciamis Regency, Karawang Regency, Tasikmalaya City, Bogor City, Bekasi City, Bandung City, Depok City, City of Cimahi, Bogor Regency, West Bandung Regency, Bekasi Regency, Bandung Regency, and Sumedang Regency.

In Central Java, Level 3 PPKM was implemented in Wonosobo Regency, Pekalongan Regency, Magelang Regency, Brebes Regency, Pemalang Regency, Grobogan Regency, Tegal Regency, Pati Regency, Banjarnegara Regency, Batang Regency, Rembang Regency, Semarang Regency, Kendal Regency, Demak Regency, Semarang City, Pekalongan City, Blora Regency, and Temanggung Regency.

In East Java, Level 3PPKM was implemented in Pasuruan Regency, Pacitan Regency, Sumenep Regency, Probolinggo Regency, Tuban Regency, Jember Regency, Bojonegoro Regency, Situbondo Regency, Bondowoso Regency, Nganjuk Regency, Pasuruan City, Sidoarjo Regency, Surabaya City, Mojokerto City , Mojokerto Regency, Lamongan Regency, Gresik Regency, Bangkalan Regency.

The following are PPKM Level 3 rules in Java-Bali:

A. The implementation of learning in education units can be carried out through limited face-to-face learning and/or distance learning based on the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health, and Minister of Home Affairs Number 03/KB/202l, Number 384 of 2021, Number HK.01.08/MENKES/4242/2021, Number 440-717 of 2021 concerning Guidelines for the Implementation of Learning during the Pandemic Coronavirus Disease 2019 (COVID-19) and for educational units that carry out face-to-face learning is limited to a maximum capacity of 50 percent, except for:

1) SDLB, MILB, SMPLB, SMLB, and MALB a maximum of 62 percent to 100 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class; and

2) PAUD a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class,

B. the implementation of activities in the non-essential sector is subject to 100 percent WFH;

C. implementation of activities in:

1) essential sectors such as;

a) finance and banking only covers insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions (which are oriented to physical services with customers);

b) market capital (which is oriented towards customer service and well-run capital market operations);

c) information and communication technology including cellular operators, data centers, internet, postal, media related to the dissemination of information to the public;

d) non-handling hospitality quarantine; and

e) export-oriented and supporting industries wherein the company must show proof of sample documents for Notification of Export of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) by taking into account the technical arrangements from the Ministry Industry, can operate provided that:

a) for letter a) can operate with a maximum capacity of 50 percent of staff for locations related to services to the community, and 25 percent for office administration services to support operations; b) for letter b) up to letter b) d) can operate with a maximum capacity of 50 staff; and c) for letter e) can only operate with shift arrangements with a maximum capacity of 50 percent of staff for each shift only in production facilities/factories, and 10 percent for office administration services to support operations, by implementing health protocols, arrangements for entry and exit and meals non-concurrent employees,

2) essential in the government sector that provides public services that cannot be delayed, the implementation is applied to a maximum of 25 percent of WFO staff with strict health protocols;

3) critical matters such as:

a) health;

b) security and order;

c) disaster management;

d) energy;

e) logistics, transportation and distribution, especially for the basic needs of the community;

f) food and beverages and their supports, including for livestock/pets;

g) fertilizers and petrochemicals;

h) cement and building materials;

i) national vital objects;

j) national strategic projects;

k) construction (public infrastructure);

l) basic utilities (electricity, water, and waste management), can operate with provisions:

a) for letters a) and

b) can operate 100 percent of the staff without any exceptions; and b) for letters c) to letter l) can operate 100 percent of the maximum staff, only in production/construction facilities/services to the community and for office administration services to support operations, a maximum of 25 percent of staff applies;

c) companies included in the sector in letters d), e), f), g), h), k), and l) are required to use the PeduliLindung application starting September 6, 2021, to screen all employees and visitors who enter production/construction/service facilities and office administration areas; and

d) companies that are included in the sector category according to letter care required to obtain a recommendation from the technical ministry of sector development before being able to gain access to use the Peduli Protect application,

4) for supermarkets, traditional markets, grocery stores, and supermarkets that sell daily necessities, operating hours are limited to 20.00 local time with a capacity of 50 percent of visitors; and

5) for pharmacies and drug stores can be open for 24 (twenty-four) hours,

D. people's markets that sell non-daily necessities can operate with a maximum capacity of 50 percent and operating hours until 15.00 local time;

E. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes, and others are allowed to open by implementing strict health protocols until 20.00 local time whose technical arrangements are carried out by the Regional Government;

F. implementation of eating/drinking activities in public places:

1) food stalls/warteg, street vendors, hawker stalls and the like are allowed to open with strict health protocols up to 20.00 local time with a maximum of 25 percent of visitors eating at the capacity and time to eat a maximum of 30 minutes;

2) restaurants/restaurants, cafes with locations located in closed buildings/shops located in separate locations only accept delivery/take away and do not accept dine-in;

3) restaurants/restaurants, cafes with service areas in open spaces are allowed to open with strict health protocols up to 20:00 local time with a maximum capacity of 25 percent, one table for a maximum of 2 people, and a maximum meal time of 30 minutes whose technical arrangements are regulated by the Regional Government; and

4) technical arrangements for numbers 1) to 3) are regulated by the Regional Government,

G. Activities at shopping centers/malls/trade centers are opened with the following provisions:

1) maximum capacity of 50 percent and operating hours until 20.00 local time with due observance of the provisions in letters c.4) and f.2) and with health protocols regulated by the Ministry of Trade;

2) it is mandatory to use the PeduliLindung application to screen all visitors and employees of related shopping centers/malls/trade centers;

3) restaurants/restaurants, cafes inside shopping centers/malls/trade centers can receive meals on-site (dine in) with a maximum capacity of 25 percent, one table for a maximum of two people, and a maximum meal time of 30 minutes;

4) residents under the age of 12 are prohibited from entering shopping centers/malls/trade centers; and

5) cinemas, children's playgrounds, and entertainment venues in shopping centers/malls/trade centers are closed,

H. implementation of construction activities for public infrastructure (construction sites and project sites) operates 100 percent and small-scale construction is allowed a maximum of 10 people by implementing stricter health protocols;

I. places of worship (mosques, prayer rooms, churches, temples, monasteries, and pagodas as well as other places that function as places of worship), can hold congregational worship/religious activities during the implementation period of PPKM Level 3 with a maximum of 50 percent capacity or 50 people by implementing more stringent health protocols by taking into account the technical provisions of the Ministry of Religion;

J. public facilities (public areas, public parks, public tourist attractions and other public areas) are temporarily closed;

K. arts, culture, sports and social activities (locations of arts, culture, sports facilities and social activities that can cause crowds and crowds) are temporarily closed, except for:

1) sports activities are carried out in open spaces (outdoors) either individually or small groups of a maximum of 4 (four) people, do not involve physical contact with other people and do not routinely require individual interaction at close range can be implemented with the implementation of strict health protocols. Sports activities in closed spaces, sports activities carried out in groups, and sports competitions are temporarily closed;

2) outdoor sports facilities are permitted to be opened with 50 percent of the maximum number of people;

3) masks must be used during sports activities, except for activities sports that require removing the mask, such as swimming. For sports activities that require removing masks, masks are only removed when carrying out sports activities;

4) temperature checks are carried out on everyone who enters sports facilities;

5) restaurants/restaurants and cafes within sports facilities are not allowed to accept meals on the spot (dine-in);

6) supporting facilities such as lockers, VIP rooms, and bathing areas are not permitted to be used except for toilet access;

7) sport facility users are not allowed to gather before or after doing sports activities and must maintain a distance;

8) screening for visitors in sports facilities, it is mandatory to use the PeduliLindung application; and

9) sports facilities that violate the health protocol will be subject to sanctions in the form of temporary closure,

L. public transportation (public transportation, mass transportation, taxis (conventional and online) and rental/rental vehicles) is enforced with a maximum capacity setting of 70 percent by implementing stricter health protocols;

M. holding a wedding reception with a maximum of 20 invitations and not eating on the spot by implementing stricter health protocols;

N. Domestic travelers who use private cars, motorbikes and long-distance public transportation (airplanes, buses, ships and trains) must:

1) show a vaccine card (at least the first dose of vaccination);

2) show PCR H-2 for airplanes and Antigen (H-1) for modes of transportation of private cars, motorcycles, buses, trains and ships;

3) the provisions as referred to in number 1) and number 2) only apply to arrivals from outside Java Bali or departures from Java and Bali to outside Java and Bali, and does not apply to transportation within the agglomeration area for example for the Jabodetabek area;

4) For travel by airplane between cities or districts within Java-Bali, it can show a negative Antigen (H-1) result with the condition is that the second dose of vaccination has been obtained, and the results are negative for H-2 PCR if you have just received the 1st dose of vaccine; and

5) drivers of logistics and other goods transportation vehicles are exempt from the provision of having a vaccine card,

O. continue to wear a mask correctly and consistently when carrying out activities outside the home and it is not permitted to use a face shield without wearing a mask; and

P. The implementation of the Micro PPKM in the neighborhoods of the Red Zone is still enforced by activating the command posts at every level by looking at the zoning criteria for regional control.
