JAKARTA - The Ministry of Public Works and Public Housing (PUPR) through the Directorate General of Construction continues to strive to develop a digitalization system for the procurement of goods and services (PBJ) in order to produce quality infrastructure.

"With the digitization of this system, the duration of the procurement of goods and services at the Ministry of PUPR can be faster," said Director General of Construction Development of the Ministry of PUPR Rachman Arief in a written statement, quoted on Friday, November 10.

Rachman said, based on the results of the evaluation of the PBJ process for the 2023 fiscal year (TA), the Ministry of PUPR continues to improve and improve the PBJ process.

Considering that in 2024, the Ministry of PUPR is still mandated a large enough budget to carry out infrastructure development of IDR 146.98 trillion.

He took the example that the Construction Services Business Entity (BUJK) and Construction Workers (TKK) must register business licensing standards and experience data for the last 10 years through the Integrated Construction Services Information System (SIJKT). In addition, material vendors and construction equipment are required to register evidence of equipment ownership through SIJKT.

"The system has been connected to Dukcapil, Taxes, and Online Legal Administration. So, all stages have been connected to each other, this will facilitate the implementation of the PBJ process," he said.

In addition, said Rachman, his party has optimized the PBJ process with an electronic catalog. Electronic catalogs are instruments in realizing good governance management in an effective, efficient, transparent, and accountable goods procurement process.

"This system can accelerate the procurement process and save time and costs when compared to having to go through a conventional auction process, but still prioritize transparent and accountable procurement," he said.

Furthermore, Rachman explained that his party also carries out early auctions every year which can improve the quality of budget spending, especially in infrastructure development because work can start early.

"Early auctions are an innovation in the implementation of tenders by displaying packages before the DIPA package is issued, as an effort to accelerate the implementation of tenders," he said.

Based on data from the Ministry of PUPR during 2021-2023, it shows that the average per year of early tender can be carried out for 2,007 packages or around 48.5 percent of the 4,142 PUPR contractual packages.

"The early tender/selection stage will be carried out from October to February, starting with the packaging, preparation of readiness criteria and the preparation documents for procurement, preparation and implementation of tenders, and ending with a contract signature," explained Rachman.

According to him, it is necessary to provide legal protection for PBJ personnel in carrying out the PBJ implementation process and the need for legal protection for the implementers of the procurement of goods/services, especially the election pokja-pokja.

"We hope that the PBJ digital transformation process, which has been running well and implemented at the Ministry of PUPR, can continue to be accelerated by the Government Goods and Services Procurement Policy Institute (LKPP), and can even be duplicated in all ministries/agencies/institutions," he concluded.
