The Directorate General of Civil Aviation of the Ministry of Transportation ensures that Surya Airways' new airline cannot operate to serve commercial flights. This is because there are still many requirements that must be met by the airline.

"Currently, the airline already has a Scheduled Commercial Air Transport Standards Certificate (SS-AUNB), but must fulfill all the requirements and provisions of the legislation that apply before operating," Kristi said in an official statement, Friday, October 20.

Kristi revealed that there are five stages of procedures for issuing the Air Transport Operation Certificate (AOC) consisting of the pre-applicative stage; official application stage; document evaluation stage for regulatory fulfillment; inspection and demonstration stage; and certification stage.

"The management of the AOC issuance also has a minimum period of 90 (ninety) days depending on the readiness of the applicants in meeting the applicable stages," he explained.

After the issuance of the AOC, Kristi continued, new airline candidates are required to apply for route permits, as well as Standard Operational Procedures for passenger services to the Directorate General of Civil Aviation, in accordance with the provisions of the Regulation of the Minister of Transportation Number PM 35 of 2021 concerning Air Transportation Implementation.

Kristi said the provisions related to the delivery of SOP services to service users must also comply with the provisions of the Minister of Transportation Regulation Number PM 30 of 2021 concerning the Minimum Service Standard for Air Transportation Passengers.

For the application for the Determination of the Implementation of the Flight Route (PPRP) that has been set, the new airline must attach:

- flight routes that have been established in the attachment to business licenses; - flight schedules (flight numbers, departure and arrival times as well as flight days) that have received recommendations for the allocation of flight time availability (slot time) of managers/slot coordinator slots according to airport operating hours;- aircraft types and types, flight utilization and rotation of aircraft diagrams operated;- plans for readiness for handling aircraft, passengers and cargo at airports to be flown; and- technical capabilities of airport operations from the related technical directorate.

Obligations For Business Actors

Kristi said there is an obligation of business actors to organize air transportation that needs to be fulfilled. Here's the list:

- Performing air transportation activities noticeably no later than 12 (twelve) months after the business license is issued by operating a minimum number of aircraft owned and controlled according to their business scope or activities;

- Have aircraft with a minimum number of 1 (one) units and control at least 2 (two) units with the type that supports flight operational continuity according to the routes served;

- Obeying the mandatory provisions of transportation, civil aviation, and other provisions in accordance with statutory regulations;

- Closure the insurance of responsibility for carriers with a coverage value of compensation for passengers and cargo of commercial air transportation as evidenced by the insurance closure agreement;

- Serving prospective passengers fairly without discrimination on the basis of ethnicity, religion, race, between groups, as well as economic and social strata.

- Submit reports of air transportation activities, including delays and flight cancellations every month no later than the following 10 (tenth) month to the minister;

- Submit a financial performance report audited by a registered public accounting firm that contains at least the balance sheet, profit loss report, cash flow, and cost details, every year at the latest end of April the following year to the minister;

- Report if there is a change, the person in charge or owner of a commercial air transportation business entity, the domicile of a commercial air transportation business entity and the ownership of an airplane to the minister;

- Meet the set service standards.

"After going through a long procedure that must be implemented, we hope that in the future new airlines can compete healthily with other national airlines so that the aviation industry in Indonesia continues to increase," he said.
