JAKARTA - The Ministry of Energy and Mineral Resources (ESDM) recorded the realization of Non-Tax State Revenue (PNBP) in the ESDM sector at the end of the third quarter of 2023 of IDR 224 trillion.

This amount reached 99.90 percent of the target set in 2023 of IDR 225 trillion.

Head of the Communication, Public Information and Cooperation Service (KLIK) Bureau of the Ministry of Energy and Mineral Resources, Agung Pribadi, in his statement said that the realization of PNBP in the ESDM sector was boosted by the revenue of SDA sub-sectors of minerals and coal (minerba) which shot up beyond the target in 2023 to 155.93 percent.

"From the target set, the mineral and coal PNBP has reached Rp132 trillion from the target of Rp85 trillion, or in percentage it has reached 155.93 percent," said Agung, quoted Monday, October 16.

He said, based on data from the Ministry of Finance, PNBP from the mineral and coal sub-sector mainly came from increasing production fees or coal royalties and was the impact of the implementation of Government Regulation Number 26 of 2022 concerning Types and Tariffs on Types of PNBP Applicable to the Ministry of Energy and Mineral Resources.

So, said Agung, although the average Coal Reference Price (HBA) decreased during the period from January to August 2023, the increase in coal royalties rates was able to cover the decline in HBA.

Meanwhile, PNBP oil and gas (oil and gas), has only recorded a realization of 66.96 percent or Rp. 87 trillion from the target of Rp. 131 trillion.

Agung said, there was a slowdown in tax oil and gas receipts when compared to the same period last year.

"This slowdown is due to the decline in the price of Indonesian crude oil (ICP), the impact of geopolitical tensions which have resulted in the decline in world crude oil prices, inflation rates, the weakening of the economies of countries in the world, as well as the decline in oil lifting," concluded Agung.

Meanwhile, the realization of other PNBP ESDM sector, namely PNBP geothermal realization, reached Rp1.3 trillion, about 64 percent of the target of Rp2.1 trillion.

PNBP from the Public Service Agency (BLU) of the Ministry of Energy and Mineral Resources exceeded the target of 104.74 percent of the target of IDR 412 billion, the realization was achieved by IDR 432 billion.

Meanwhile, other PNBPs, from the target of IDR 6.2 trillion, realized around IDR 2.4 trillion.

Then to support the convenience in depositing PNBP into the state treasury, the Ministry of Energy and Mineral Resources created e-PNBP applications in units of the Ministry of Energy and Mineral Resources producing PNBP which were electronically integrated with the online PNBP Information System (SIMPONI) belonging to the Ministry of Finance.

The E-PNBP will support the implementation of monitoring of PNBP realization and support managerial needs and reporting for relevant stakeholders.
