The government through the Ministry of Finance (Kemenkeu) is known to have prepared a fiscal incentive of IDR 8 trillion for local governments (Pemda) that will achieve certain achievements next year.

This was revealed when the government, represented by Minister of Finance Sri Mulyani, held a working meeting with the DPR's Budget Agency (Banggar) regarding the discussion of the 2024 State Budget Bill (RUU).

Member of the House of Representatives from the National Awakening Party faction, Bertu Merlas, said that the Rp8 trillion fiscal incentive did not change from what was first proposed by the government on August 16.

"Fiscal incentives are funds sourced from the APBN provided to regions based on certain criteria, including in the form of improvements and/or performance achievements in the field of regional financial governance, public services, basic services that support national strategic policies," he said at the Senayan Parliament Complex, Jakarta, Tuesday, September 19.

Bertu explained that the fiscal incentives in question included the performance of the previous year and the performance of the current year. Then, taking sides with the disadvantaged regions by taking into account their performance, sharpening performance assessments including achievement of development, implementation of inflation control, reducing stunting, eliminating poverty, and using domestic products.

"We also encourage improving the quality of the use of fiscal incentives prioritized to support the focus of central government policies," he said.

To note, fiscal incentive funds to local governments are included in state spending through transfers to regions (TKD). VOI noted that the 2024 State Budget Bill has allocated TKD amounting to Rp857.6 trillion.

The number of TKD is equivalent to 25 percent of the total APBN expenditure next year which is IDR 3,325.1 trillion.
