JAKARTA - Director General of Oil and Gas (Migas) of the Ministry of Energy and Mineral Resources (ESDM) Tutuka Ariadji revealed that his party proposed criteria that have the right to consume subsidized fuel oil (BBM) such as diesel and Pertalite.

Later the proposal will be included in the Revision of Presidential Regulation No. 191 of 2014 concerning the Provision, Distribution, and Retail Selling Price of Oil Fuel (BBM).

Tutuka said that the proposed criteria were given because in the proposed revision of the Presidential Decree there was no regulation on consumers of the Special Assignment Type of Fuel (JBKP), namely Pertalite and arrangements for consumers using Certain Types of Fuel (JBT) that were valid were still too general, giving rise to multiple interpretations.

"Later on, Pertalite will be given to 5 consumer categories including small industries, fisheries businesses, agricultural businesses, transportation, and public services," said Tutuka in a Hearing Meeting with Commission VII DPR RI, Tuesday, February 14.

Meanwhile, for kerosene or kerosene, entitled consumers, namely households, micro businesses, and fishery businesses, there is no change from what has been regulated in the Presidential Decree.

Tutuka said, referring to the 2023 State Budget, JBT Solar quota is set at 17 million KL and 500,000 KL of kerosene quota, where the quota set is below the 2023 JBT consumption projection.

Meanwhile, the trend of realization of JBKP consumption in 2020-2022 has set a JBKP 2023 quota of 32.56 million kl or grew 10.38 percent.

"If there is no revision of Presidential Decree 191, there is the potential for overquote of JBT diesel and JBKP pertalite," concluded Tutuka.
