JAKARTA - The issuance of Presidential Regulation Number 112 of 2022 concerning the Acceleration of Renewable Energy Development for the Provision of Electricity has become a new regulation that strengthens the Government's commitment to implementing the energy transition to Net Zero Emission (NZE).

"This Presidential Regulation on its way has undergone several changes in terms of substance. Previously, we wanted there to be a reference for electricity prices to be purchased single-offtaker by PLN. But then it became wider and comprehensive with what was being prepared, developed, encouraged and run by the Government for the energy transition to NZE," said Director General of Energy New, Renewable and Energy Conservation, Dadan Kusdiana in a statement quoted Wednesday, October 12.

Provisions regarding the acceleration of the development of renewable energy for the provision of electricity as regulated in Presidential Regulation Number 112 of 2022, include the Natural Power Plant, Geothermal, Surya, Bayu, Biomassa, Biogas, Sea Water Power, and Nabati Fuel.

The purpose of the issuance of Presidential Regulation Number 112 of 2022 as stated in the consideration of considering this Presidential Regulation is in the context of increasing investment, accelerating the achievement of the target of the renewable energy mix in the national energy mix in accordance with national energy policies, and reducing GHG emissions.

In short, Presidential Regulation Number 112 of 2022 consists of seven chapters and 42 articles, which regulate the following:

1. UTIME UTIME UTIME

Regulates the definition and limitations of understanding; Preparation and Implementation of the Renewable Energy-based RUPTL; and the Energy Transition in the form of accelerating the end of the PLTU operation time and the provisions for prohibiting the construction of new PLTUs.

2. Chapter II HARGA BEAUTIME OF TENAGA L mendek

Regulates the provisions for the Price of Electricity Purchase in the form of:

a. The Highest Patokan Price is stagnated (2 stages) without escalation with applicable location factors that apply to staking 1 for all generating capacity, for types of hydroelectric power plants; Geothermal; Surya; Bayu; Biomassa; Biogas; Expansion; and excess power; and

b. Price of Agreements for the types of Nabati Fuel Power Plant, Marine Energy; and Peaker.

3. BAB III LAKING FORMERING OF TENAGA L mendek

Regulates the provisions for purchasing electricity with the mechanism:

a. Direct appointment for all generating capacity:

- PLTA/M/MH Reservoir (as assigned)

- PLTP (as an assignment)

- PLT Grants (as an assignment)

- PLTA expansion, PLTP, Fotovoltaik PLTS, PLTB, PLTBm, PLTBg

- Excess power from PLTA, PLTP, PLTBm and PLTBg;

b. Direct selection for: PLTA, PLTS Fotovoltaik, PLTB, PLTBm PLTBg, PLT BBN and Marine Energy PLT for all generating capacity.

4. FALSE IV PERJANJIAN JUAL BELI LOLIK

Regulates the provisions of the Electricity Sale and Purchase Agreement between Business Entities that have been designated as winners of direct elections or direct appointments with PT PLN (Persero).

5. UBI V DUK TANGERANGAN PEGENCY

Regulates the provisions of Government support from the Minister of Energy and Mineral Resources, Minister of Finance, Minister of Agrarian Affairs/ Land and Spatial Planning, Minister of Environment and Forestry, Minister of Public Works and Public Housing, Minister of Home Affairs, Minister of State-Owned Enterprises, Minister of Industry, Minister of Investment/Head of the Investment Coordinating Board, and Regional Government.

6. BAB VI PEGENCY AND BEAUTIZED

Regulates the provisions for the Development and Supervision in the form of reporting on the purchase of electricity and the progress of building renewable energy-based power plants.

7. Chapter VII Provisions of Transition

Regulates the provisions and arrangements for renewable energy development activities that existed before the enactment of Presidential Regulation Number 112 of 2022.
