It Takes Rp140 Trillion Outside PMN To Build The Trans Sumatra Toll Road, Hutama Karya Prepares Funding From Equity And Loans

JAKARTA - PT Hutama Karya (Persero) noted that the budget range needed for the completion of the construction of the Trans Sumatra Toll Road (JTTS) to Medan North Sumatra reached Rp140 trillion. The funds are outside of State Equity Participation (PMN) provided by the government.

This was conveyed by Hutama Karya President Director Budi Harto to Commission XI of the DPR RI during a hearing (RDP), Monday, October 3.

"To be able to complete the Trans-Sumatra Toll Road to Medan, outside PMN, the funds needed are still more than Rp 140 trillion," said Budi, quoted on Tuesday, October 4.

As is known, the government again gave PMN an additional Rp7.5 trillion for Hutama Karya, this year. Meanwhile, the fresh funds provided by the state in 2023 reached Rp28.9 trillion.

Budi ensured that the fresh funds from the government were allocated for the construction of the Trans Sumatra toll road. Budi said, for the Betung-Jambi toll road with a length of 200 kilometers (km), the investment value that must be disbursed is IDR 30 trillion.

Furthermore, Budi said that the source of funding came from equity of 30 percent and 70 percent came from loans or debts.

The construction of the Betung-Jambi section is through a Government Cooperation with Business Entities (PPP) scheme with the Ministry of PUPR.

"We will do it with a new pattern, namely a kind of KPBU with PUPR. We will provide funds for this development from our own equity of 30 percent and loans of 70 percent. On equity and loans, PUPR will return it for 10 years in installments," he said.

For your information, Commission XI has approved the provision of an Additional PMN of IDR 7.5 trillion to Hutama Karya. The approval was conveyed by the Chairman of Commission XI of the DPR, Kahar Muzakir when reading the conclusion of the meeting with the Ministry of Finance.

"The addition of PMN to PT Hutama Karya today was declared approved," said Kahar.

Previously, the staff of the Minister of State-Owned Enterprises (BUMN) Arya Sinulingga ensured that the PMN given to Hutama Karya would be used for toll road construction.

Arya guarantees PMN will not be used to pay off the debts of the state-owned company.

"Nothing. PMN is HK to build toll roads. The assignment is clear, not to pay his debts. And obviously PMN was asked to build a road from here to here, it's clear," Arya told reporters, quoted Friday, September 23.
