JAKARTA - The Ministry of Transportation has reissued two Circular Letters (SE), namely SE Numbers 24 and 25 of 2022 concerning Guidelines for the Implementation of Domestic Travel by Sea and Rail Transportation During the COVID-19 Pandemic.

The two regulations at the same time replace the previous SE, namely SE No. 95 of 2021 and SE No. 97 of 2021 which has been revoked and declared invalid.

"Thus, the four SEs of the Ministry of Transportation as technical instructions for the implementation of domestic travel requirements for land, sea, air and rail transportation modes have been issued, referring to the SE Task Force for Handling Covid-19 Number 11 of 2022," said Transportation Ministry Spokesperson Adita Irawati in a press statement, Wednesday, March 9.

It is stated that this new regulation regulates a number of new provisions that are regulated for Domestic Travel Actors (PPDN) with air, sea, land and rail transportation modes, namely:

1. Domestic Travelers (PPDN) who have received the second dose of vaccination or the third dose of vaccination (booster) are not required to show a negative result of the RT-PCR test or rapid antigen test

2. PPDN that has received the first dose of vaccination must show a negative result of the RT-PCR test whose sample is taken within 3 x 24 hours or the rapid antigen test whose sample is taken within 1 x 24 hours before departure as a condition of travel.

3. PPDN with special health conditions or comorbid diseases that prevent travelers from receiving vaccinations must show a negative result of the RT-PCR test whose sample is taken within a maximum period of 3 x 24 hours or a rapid antigen test whose sample is taken within a maximum period of 1 x 24 hours before departure as a travel requirement and a requirement to attach a doctor's certificate from a Government Hospital stating that the person concerned has not and/or is unable to take part in the COVID-19 vaccination

4. PPDN under the age of 6 years can travel with a travel companion and apply strict health protocols.

This provision is excluded for pioneering modes of transportation including in border areas, 3T areas (lagging, leading, outermost), and limited shipping according to the conditions of each area.

Then, every transportation mode operator is required to use the PeduliLindung application to check the travel requirements for each PPDN.

"The validity period of these four circulars is from Tuesday, March 8, 2022, and will be evaluated according to developments in the dynamics in the field," said Adita.

Meanwhile, the supervision in the field will be carried out together with the Regional COVID-19 Handling Task Force Team.

"The Ministry of Transportation appeals to people who travel to continue to apply health protocols in a disciplined and strict manner, namely by wearing masks, maintaining distance, avoiding crowds, and washing hands either with soap or hand sanitizer," Adita concluded.
