BANTEN Policy and political observer from Esa Unggul University, Dr. Harits Hijrah Wicaksana, sharply criticized the steps taken by the Banten Provincial Government Regional Civil Service Agency (BKD) which is reportedly preparing a rotation formatur and transfer of the position of State Civil Apparatus (ASN).
This step has drawn public attention because it was carried out during the transition period towards the inauguration of the elected Governor and Deputy Governor of Banten on February 7, 2025. This condition makes a number of Banten Provincial Government ASNs feel restless waiting for the results of the rotation formatur and mutations being designed by the BKD.
Harits assessed that the BKD's move was contrary to the Circular issued by the Ministry of Home Affairs (Kemendagri) since March 22, 2024, which prohibits the rotation of positions by regional officials.
"If it is true that the Banten BKD has prepared rotations and mutations, it is a reckless act. Even the Governor's Acting (Pj) is prohibited," said Harits in his statement, Tuesday, January 31.
He added that until now the Circular Letter of the Ministry of Home Affairs Number 100.2.1.3/1575/SJ, dated March 29, 2024, still applies. The regulation prohibits regional heads, including the Acting Governor, from rotating positions without the approval of the Minister of Home Affairs. This circular is valid until the term of office of the regional head ends.
"BKD is under the Acting Governor, but if it is true that they violate this rule, their guts are enormous," he said.
Harits explained that the rotation and transfer of positions, if carried out, must go through the approval of the Ministry of Home Affairs and only include echelon I and II positions, administrator officials, supervisory officials, or functional officials with additional duties. He also highlighted the ethical aspects of the BKD decision.
"Conducting rotations and mutations in the midst of a transitional period of government shows the lack of ethics. This step must be explored further," he said.
Furthermore, Harits asked the elected Governor and Deputy Governor of Banten, Andra Soni and Dimyati Natakusumah, to be aware of the BKD's steps. He is worried that the formatur prepared by the BKD can hinder the implementation of the vision and mission of the new government.
"This BKD step must be monitored. Do not let the formatur they made actually become an obstacle to the Banten development program," he said.

He also emphasized the importance of transparency and integrity in the process of rotation and mutation of ASN. The rotational and mutational forms of ASN must be clear and clean. Don't let this formatur become a device that harms the community. The future of Banten is a top priority," he concluded.
