Dukcapil Regional Regulation Revoked, DKI DPRD Makes Sure Not To Lose The Community

JAKARTA - The Regional Regulation Formation Agency (Bapemperda) of the DKI Jakarta DPRD is discussing the revocation of Regional Regulation (Perda) Number 2 of 2011 concerning Population Registration and Civil Registration (Dukcapil).

The policy that has not been regulated in the Dukcapil Regional Regulation is the active telsel implementation of population administration for implementing and population agencies, then the application of domicile principles in the implementation of population administration.

Then, the court's decision was removed in the registration of births that exceeded 1 year from their birth.

Furthermore, the imposition of Indonesian citizen ID cards for life as long as there is no change in the data element; the entry of biometric elements of population biodata such as photos, fingerprints, eye slices, and signatures in population biodata; all types of population and civil registration services are free of charge or free; and the implementation of KIA services.

Then population services and civil registration that are integrated with other public services, there is no need for an RT introduction in processing population documents, online population administration services.

Then, the application of electronic documents and electronic signatures (TTE), there is no need for RT and Lurah signatures in family cards and e-KTPs, as well as utilization of population data through data access.

Separately, the Secretary of the DKI Jakarta Population and Civil Registry Office, Yadi Rusmayadi, ensured that the revocation of Regional Regulation Number 2 of 2011 would not cause a legal vacuum.

This is because Law Number 24 of 2013 has been enacted concerning Amendments to Law Number 23 of 2006 concerning Population Administration, as well as Presidential Regulation Number 96 of 2018 concerning Requirements and Procedures for Population Registration and Civil Registration.

"Once this regional regulation has been revoked, of course, there is no need to worry about a vacancy in regulations. So everything is detailed from the center of everything. Dukcapil will continue," he said.
