Proposal Of DKI Legislators Regarding E-KTP Made Like ATMs, DKI Provincial Government: Authority Of The Ministry Of Home Affairs

Head of the DKI Jakarta Population and Civil Registration Agency (Disdukcapil) Budi Awaluddin responded to the suggestion of DKI Jakarta DPRD members to make e-KTP like an ATM card. According to Budi, the authority to optimize gahtem on electronic ID cards is the authority of the Ministry of Home Affairs (Kemendagri). "ATM is banking, ID cards are population data, so combining it is the authority of the Director General of Population and Civil Registration," Budi told reporters, Friday, October 13. Moreover, Budi said that the DKI Provincial Government already has a mechanism for integrating population data with banks or private parties. "Utilization of the data, if the banking has a link with the Dukcapil, then the data can be seen like earlier, why, for example, leasing, how can you know because maybe cooperation because it is private is possible," he said. Previously, Member of Commission A DPRD DKI Jakarta Jamaludin suggested that the government make an electronic identity card (e-KTP) system such as an ATM card equipped with a personal identification number (PIN). "KTP is like an ATM, so not everyone can access it because there is a PIN. This privacy is like a bank. If possible, the security is more than a bank, right," said Jamaludin. Jamaludin suggested, if residents lose their e-KTP later when this system is running, they also need to block their cards from the Population and Civil Registration Office (Disdukcapil) like ATM cards. "The function is like an ATM. When it's lost, just call the Dukcapil to block the missing card data. So, the Dukcapil must coordinate with all SKPD cross services," said Jamaludin. In line with that, Jamaludin also suggested that Disdukcapil DKI to form a KK-based population data bank. Where, each family has a parent ID card that contains data about their respective family members. In addition to family population data, continued Jamaludin, this data bank also contains data regarding BPJS records, insurance, and credit installment data. "Of course it's for security factors, once he comes home, there will be a pin. So later you can't just take the data from people who can find it, so they don't bother," said Jamaludin.

"Because now everything has been digitized, everything is made as possible. So in the future it will be easier. If the child enters an ID card, just stick it on, then the information will come out," he added.
