NTT Prosecutor's Office Detains 5 Suspects In Modern Maize Corruption Cases

The NTT High Prosecutor's Office has detained five suspects in the corruption case of the construction of a modern nursery in Labuan Bajo, West Manggarai Regency Phase II at the Center for Watershed Management and Protected Forests of the Benain Noelmina River for the 2021 Fiscal Year, cost the state Rp10 billion.

"There were five people detained by the NTT Prosecutor's Office, the detention was carried out after investigators conducted an investigation as suspects," said Assistant for Special Crimes at the NTT Prosecutor's Office, Angsar, to reporters in Kupang, as reported by ANTARA, Monday, September 18.

The suspects detained in corruption cases with state losses reached Rp10.5 billion, namely Agus Subarnas, an employee as the Commitment Making Officer (PPK) of BPDAS Benanain Noelmina, Director of PT Mitra Eclat Gunung Arta Bandar Lampung, Sunarto Director of PT Mitra Eclat Gunung Arta Bandar Lampung, Hamdani President Director of PT Mitra Eclat Gunung Arta Bandar Lampung, and Putu Suta Suyasa as supervisory consultant.

Ridwan Angsar explained that during the investigation of the case, investigators from the NTT High Prosecutor's Office had examined data, documents, and examined 60 witnesses related to the Labuan Bajo Modern Maize Development Work Phase II of East Nusa Tenggara Province for Fiscal Year 2021 at the Watershed Management Center and the Benain Noelmina River Protected Forest with a project value of more than Rp49 billion.

In the auction stage, said Ridwan Ansar, the auction or pokja committee did not carry out a professional evaluation process based on the provisions of PBJ which in the end determined PT Mega as the winner of the auction with a contract value of Rp39,658,736,000.

Ridwan Ansar, who was accompanied by the Head of Legal Information at the East Nusa Tenggara High Prosecutor's Office, Raka Putra Dharmana, said investigators found a conspiracy by the suspect Sunarto, Yudi Hermawan as Director of PT Mitra Eclat Gunung Arta (PT Mega) Bandar Lampung together with suspect Hamdani as President Director of PT Mitra Eclat Gunung Arta (PT Mega) in Bandar Lampung, then if he wins the tender, the contract will be pledged to Bank Mandiri to get credit to carry out the work with collateral belonging to suspect Sunarto.

Meanwhile, the suspect Putu Suta Suyasa as the supervisory consultant did not supervise the construction work of a modern nurse in Labuan Bajo, West Manggarai Regency, Phase II.

In addition, he said, the suspect was involved in a conspiracy with the suspect Sunarto and the suspect Agus Subarnas to make a fictitious PHO minutes resulting in state losses reaching Rp10.5 billion.

"Even in implementation there is a fictitious one because the construction of modern nurseries carried out in Labuan Bajo, West Manggarai Regency was not carried out," said Ridwan Ansar.

Based on the results of expert calculations from the Kupang State Polytechnic, there was a state loss, namely a physical lack of work reaching Rp6.8 billion, a mechanical shortage of more than Rp1 billion, a delay fine of Rp1.9 billion, a C excavation tax of more than Rp834 million.
