The Noken System Will No Longer Be Used In Papua In The 2024 Election

JAYAPURA - The noken system is no longer used in various polling stations (TPS) in Papua Province in the 2024 General Election. Voters will use their voting rights directly.

Before Papua was turned into four provinces, there were indeed a number of districts that used the noken system, but after the expansion, it was confirmed that the system was not enforced in Papua.

The provinces of Papua include eight regencies and one city, namely Jayapura City, Jayapura Regency, Mamberamo Raya, Keerom, Sarmi, Supiori, Biak Numfor, Waropen, and Yapen Islands Regency.

The noken system used in the mountainous area was originally to replace the ballot box with a noken or woven bag with wood skin material. People who have the right to vote continue to come to the polling station and follow the process until they enter their ballot letter into the noken which is enforced as a substitute for ballot boxes.

However, this is changing. Noken is no longer a substitute for ballot boxes but as a place or means where ballots in one village are given to certain candidates or parties.

The chairman of the Papuan KPU, Steve Rightn, confirmed that the noken system was not enforced in the Papua Province area.

This is the first election after the formation of the New Autonomous Region (DOB) after Papua Province was expanded into four provinces.

The three new provinces efended from Papua include Papua Mountains including Jayawijaya Regency, Lanny Jaya, Tolikara, Nduga, Mamberamo Tengah, Yalimo, Bintang Mountains, and Yahukimo Regency.

The provinces of South Papua consist of Merauke, Boven Digul, Mappi, and Asmat Regencies. Central Papua Provinces include Mimika, Paniai, Intan Jaya, Deiyai, Dogiyai, and Nabire Regencies.

The provinces of Papua include Jayapura City, Jayapura Regency, Mamberamo Raya, Sarmi, Supiori, Biak Numfor, Yapen Islands, and Waropen Regency.

By no longer implementing the noken system, in the 2024 General Election it is hoped that it can minimize the occurrence of election disputes.

In addition, the people who own the voting rights also immediately exercise their voting rights during the election by visiting the polling station and choosing a candidate.

Cause of kamtibmas disturbance

Papua Police Chief Inspector General Mathius Fakhiri admitted that the use of the noken system was one of the causes of disturbances in the security and social order in the jurisdiction of the Papua Police.

Therefore, his party is relieved that the use of the noken system, especially in the Papua Mountains and Central Papua Provinces, will no longer be implemented.

The nokenvalued system can be a trigger for conflict, and even have the potential to cause casualties.

In the election implementing the noken system, political actors can seize votes from areas that still use the noken system by approaching the tribal chief or village head.

Those who feel aggrieved will try to reclaim the vote so that it can cause security disturbances in the area and even spread to other areas.

His party will hold meetings with KPU and Bawaslu in each province of DOB, one of which is on the agenda, making efforts to minimize the use of the noken system. So, in the implementation of the 2024 General Election, each voter comes to the TPS and chooses one representative or one one one vote or one person one vote.

Secretary of the DPD Golkar Papua Yoppi Inggratubun stated that his party welcomed the noken system in the 2024 election because it would be a political lesson for voters.

His party supports this application, although actually the use of the noken system is not carried out in nine regions of Papua Province.

Currently, his party has designated 45 cadres as candidates for members of the Papuan DPRD who will fight in eight electoral districts.

The Secretary of the Papua PDIP DPD, Surya Ibrahim, also expressed the same thing while admitting that districts and cities that have been included in Papua Province have not used a noken system during the regional elections.

"Indeed, for Papua Province, it is better to be free of noken systems", said Surya.
