East Kalimantan Provincial Government Distributes IDR 69 Billion Carbon Emission Compensation Funds

SAMARINDA - The Provincial Government of East Kalimantan distributed the first phase compensation fund from the World Bank, a total of IDR 69.154 billion to regional apparatus organizations (OPD), district governments, municipal governments, and communities who took part in the carbon emission reduction program.

"I ask all OPDs and districts that have received compensation funds to carry out activities at the field level according to their main duties and functions," said East Kalimantan Governor Isran Noor in Samarinda as reported by ANTARA, Friday, June 23.

He explained that the funds were previously received by the central government, by the Environmental Fund Management Agency of the Ministry of Finance of the Republic of Indonesia.

The funds were then distributed starting from the Ministry of Environment and Forestry (KLHK), the Environmental Fund Management Agency (BPDLH), the Provincial Government of East Kalimantan, seven districts and one city in East Kalimantan, as well as the community.

"We hope that this fund can be of great benefit to the community. Thank God from East Kalimantan, we can fight for the country by getting funds from the World Bank," he said.

Head of the Economic Bureau of the Regional Secretariat of East Kalimantan Province, Iwan Darmawan, said that the implementation and management of the funds was based on the responsibility of 25 percent of the total IDR 69.154 billion, based on 65 percent performance and based on 10 percent awards.

"The people who receive financial assistance are based on'rewards' (appreciators) and performance. For example, those who succeed in carrying out land closures are given awards," he said.

He detailed the distribution of the funds, for the Balikpapan City Government Rp3.04 billion, Berau Rp7.3 billion, West Kutai Rp5.7 billion, Kutai Kartanegara Rp4.1 billion, East Kutai Rp6.8 billion, Mahakam Ulu Rp4.5 billion, Paser Rp6.3 billion, and Penajam Paser Utara 3.2 billion.

As many as two cities, namely Samarinda and Bontang, he said, based on the assessment of the World Bank and BPDLH, the Ministry of Finance and the Ministry of Environment and Forestry did not receive funds.

"It is all based on the results of the assessment of all parties involved in managing funds so that the receipt of this fund assistance is based on the amount of land cover regarding reforestation carried out by each region," he said.

He said the calculation of carbon emission reduction fund financing was based on land closure. Areas that are considered not or are not sufficient for the desired quota have not been able to get the funds.

"For example, based on satellite detection carried out by various parties involved in the management, so that when viewed based on data in the field, it turns out that the closure does not or does not meet the required quota target, the provision of compensation funds is not given. That is why both Samarinda and Bontang did not receive assistance," he said.

The realization of these funds has entered each relevant DPA 10 OPD within the scope of the East Kalimantan Provincial Government and seven districts throughout East Kalimantan, while Balikpapan is still in the disbursement process.
