Mahfud Calls The Government To Guarantee Health To Scholarships For Victims Of Serious Human Rights Violations

Coordinating Minister for Political, Legal and Security Affairs Mahfud MD said the Government is trying to restore the rights of victims of past gross human rights violations, some of which include free health services in the form of Priority Health Insurance (JKP) to scholarships. The program to restore the rights of victims of gross human rights violations, involving 19 ministries/agencies, will be announced directly by Indonesian President Joko Widodo at the Kick Off Implementation of Team Recommendations The completion of Non-Judicial Past Serious Human Rights Violations (PP HAM) at Geudong House, Pidie, Aceh, on June 27, 2023. Mahfud MD mentioned various supports for the recovery program through the fulfillment of the constitutional rights of the victims provided by involving 19 ministries/agencies. scholarships for elementary, junior high, high school, college, and others, he said. Mahfud explained that these rehabilitation and compensation efforts are a form of resolving cases of past gross human rights violations that focus on the recovery of victims and their descendants. Mahfud emphasized that the settlement through legal/judicial mechanisms continues to take action against the perpetrators and uncover crimes they committed in the past. "This settlement is "The settlement is from the victim's side. We are not talking about the perpetrator because the perpetrator is a judicial matter," said Mahfud, who also serves as the Head of the Steering Team of the PP HAM Team. It was also explained that the restoration of the victim's rights was a constitutional right that must be fulfilled by the state to the victims as citizens. These steps are also a form of fulfilling state obligations to the victims. "Recovering victims is the constitutional right, the right to as victims, and the right to as citizens. In the recovery program, each ministry/institution involved provides various services and facilities for the victims. Ministry of Health (Kemenkes), for example, prepares JKP in the form of class I health services at government hospitals for victims and their families. The cost of treatment budgeted by the Government for each patient reaches approximately Rp28 Million per year. The victims and their families will only need to show Priority Health Insurance Cards during treatment at Government-owned hospitals. The Ministry of Health also provides scholarships at the Health Polytechnic (Poltekkes) for victims or their heirs. Not only that, the Ministry of Health also provides job opportunities as health workers at government-owned hospitals to victims or their heirs. Next, the Ministry of Social Affairs also provides cash for the welfare of the victims' families or their heirs which can be disbursed every 3 months through the bank/PT Pos payment institution. The disbursement value is a maximum of IDR 900 thousand per month. The Ministry of Social Affairs also provides basic food assistance with a value of approximately IDR 200 thousand/month. The Ministry of PUPR, in the program to restore victims' rights, provides housing development programs and renovation/improvement of uninhabitable houses whose value ranges from IDR 60 million to IDR 70 million.

Other Ministries/agencies such as the Ministry of Cooperatives and SMEs, the Ministry of Agriculture, the Ministry of Law and Human Rights, the Ministry of Foreign Affairs, the Ministry of Education and Culture, the Ministry of Religion, the Ministry of Tourism and Creative Economy, and the Ministry of Manpower also provide various programs to restore the rights of victims of gross human rights violations which will be announced by President Jokowi at Geudong House on June 27, 2023.
