YOGYAKARTA - The reduction in the classification of the position of State Civil Apparatus (ASN) was carried out by the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB). The simplified classification of ASN positions is from 3,414 classifications to only three.

The division of three classifications of ASN positions is regulated in Menpan-RB Regulation Number 45 of 2022 concerning the Position of Implementing Civil Servants in Government Agencies. The regulation was signed by Menpan-RB Abdullah Azwar Anas on October 11, 2022.

So what is the reason for the government to cut or simplify the classification of ASn positions from thousands to just three classifications?

The Government's Reason For Classifying ASN Positions

The simplification of the classification of ASN positions is an effort by the government in adjusting the governance of positions. The classification of positions is aimed at realizing a dynamic, agile, and professional government.

"From 3,414 we will shoot a total of 3 job classifications. So it will be more agile and will not be complicated anymore," said PANRB Minister Abdullah Azwar Anas on Friday (27/01).

With the new policy and scheme being implemented, Menpan-RB Azwar Anas said that ASN could move in across clumps. So ASN can not only move in one clump. The change in regulation is a follow-up to President Jokowi's direction.

"He hopes that there will be an impactful policy. And we have conveyed this last month," said Azwar Anas at an online press conference, Monday (12/6).

Azwar Anas said that the amendment to the regulation would have an impact on 1.4 million ASN. Meanwhile, cross-groups will have an impact on 2.1 million ASN.

Menpan-RB also said that the PAN-RB Ministry supports the policy direction or the nomenclature of general implementing positions and is no longer specific based on position or organizational units.

"The concept of the transformation of the executive position is to create a nomenclature of a dynamic nature," said Azwar Anas as quoted from the page menpan.go.id.

Previously, at PermenPAN-RB No. 41/2018, each nomenclature of positions was divided based on the minimum educational qualifications. However, this qualification does not yet consider the competency element. With the Implementing Position Nomenclature based on the terms and duties of the position according to organizational needs, it is hoped that the transformation of the management of human resources of the apparatus will be more professional and advanced.

"This simplification of the Nomenclature of the Implementing Position will facilitate bureaucratic movement, become more agile, more adaptive to the dynamics of the times," said Azwar Anas.

Article 4 of the Ministerial Regulation states three classifications of ASN positions. The three classifications consist of operators, technicians, and klerek. The division of three classifications is made based on position, the scope of office duties, and job responsibilities.

Klerek is the classification of the nomenclature of the implementing position whose job is to do administrative service matters.

The operator is the classification of the nomenclature of the acting position responsible for carrying out general technical tasks.

Technicians are the classification of nomenclatures for implementing technical duties that carry out specific duties.

That's a review of the simplified classification of ASN positions. Azwar Anas said that currently there are as many as 1,031 rules related to ASN. However, the thousands of rules are still not able to form world-class professional ASN. Therefore, his party carries out one regulation that regulates everything
