YOGYAKARTA - In DPR RI, there is a unit called the Special Committee. What are the roles of the DPR Special Committee? Let's take a look at the description below;

The Special Committee (Pansus) is explained in article 93 of the Standing Orders of the DPR, namely: A special committee is formed by the DPR and is a temporary accessory to the DPR.

The rules for implementing the duties of the special committee are regulated in article 96 part 1, namely: The special committee is tasked with carrying out certain tasks within a certain period of time determined by the plenary meeting of the DPR.

Duties Of DPR RI Special Committee

The scope of the special committee is also explained in the DPR Standing Orders in article 97. It is stated that the scope of the special committee is larger, namely that it can hold work meetings, work committee meetings, drafting team meetings, or small teams and or synchronization team meetings.

Not only that, if it is felt necessary to make a case clear, as long as it is approved by the special committee, it can make another mechanism. This provision is regulated in article 97 section 2, containing: In carrying out the meeting referred to in paragraph (1) other mechanisms may be carried out as long as it is agreed upon by the chairman and members of the meeting.

Meanwhile, the number of special committee personnel has been regulated in Article 94 paragraph 2 which reads: The maximum number of special committee members determined by the DPR plenary meeting is 30 (thirty) people.

The term of office is regulated in Article 96 Paragraph 3. "The special committee is dissolved by the DPR after its assignment period ends or because its task is declared completed,"

This means that the special committee can be dissolved by a collective decision from the DPR through a plenary session. If the committee is responsible for the AKD that formed it, the special committee is responsible for all members of the DPR.

The preparation of the special committee will be accompanied by the implementation of the rights of members of the DPR, namely interpellation, taking an inquiry, and expressing opinions. This provision is also contained in article 164 of the Standing Orders of the DPR Paragraph IX concerning the rules for the method of exercising the DPR's rights:

DPR has the right:

a. interpellation;

b. inquiry; And

c. express an opinion.

The right of interpellation as well as meaning in paragraph (1) letter a is the right of the DPR to ask the Government for information about Government policies that are important and strategic and have a major impact on the life of society, nation, and state.

The right of inquiry as well as defined in paragraph (1) letter b is the right of the DPR to carry out an investigation into the implementation of a law and/or government policy related to important matters, important and having a major impact on the life of society, nation and state which is suspected contrary to laws and regulations.

The right to express an opinion as defined in paragraph (1) letter c is the right of the DPR to report opinions on:

a. Government policies or regarding extraordinary events that take place in the homeland or in the international world;

b. follow-up to the application of the right of interpellation as defined in paragraph (2) and the right of inquiry as referred to in paragraph (3); or

c. allegation if the Head of state and/or Deputy Head of state commits a violation of the law, whether in the form of betrayal to the country, corruption, bribery, other serious crimes, or disgraceful acts, and/or the Head of state and/or Deputy Head of state no longer fulfills the provisions as Head of state and/or deputy head of state.
