DKI Does Not Budget For 0 DP House Construction Of 2023, Chairman Of DPRD: Not A Priority

BOGOR - The DKI Jakarta DPRD Budget Agency has agreed that there will be no proposed budget for the construction of the "IDR 0 DP" House unit by the Public Housing and Settlement Areas Office (DPRKP) and the BUMD Perumda Pembangunan Sarana Jaya in 2023.

This was determined in the Budget Agency meeting which discussed the draft KUA-PPAS DKI APBD for the 2023 fiscal year.

The chairman of the DKI Jakarta DPRD, Prasetyo Edi Marsudi, said that the reason the Budget Agency DPRD did not want the construction of the IDR 0 DP House was that it was not a priority program for next year.

"That's not the priority (IDR 0 DP House). The priority is flooding, traffic jams, and food security. Hopefully, there won't be a recession, okay. That's what we prepared for the budget first. If the DP is IDR 0, I don't think it's a priority," said Prasetyo at Grand Cempaka Resort, Thursday, November 3rd.

Moreover, to meet the housing needs of the people of Jakarta, the DKI Provincial Government still has a program for providing simple rental flats (rusunawa).

"It's better to go to Rusunawa. I said that Sarana Jaya won't have any more purchases. What we have, we maximize it to become an existing priority. There's no need to buy (land) again," said Prasetyo.

It is known that Sarana Jaya did not propose the cost of building IDR 0 DP House.

Acting Head of DKI Jakarta BUMD Development Agency Fitria Rahadiani admitted that in the KUA-PPAS design, Sarana Jaya actually proposed the construction of a house with a down payment of IDR 0.

However, because the budget for the construction of the IDR 0 DP house program in Nuansa Cilangkap has been budgeted in the 2022 APBD, Sarana Jaya has canceled the proposal for the construction of the IDR 0 DP house in the 2023 APBD.

"Actually, Nuansa Cilangkap has been budgeted for (in the APBD) for pure 2022. (Development of the IDR 0 DP house program this year) did not exist before, because 2022 has been available for Nuance Cilangkap," said Fitria.

Then, the DKI Jakarta DPRKP also did not budget for the construction of an IDR 0 DP house in 2023. The head of the DKI DPRKP, Sarjoko, said that the alternative development of the housing program could be done by state-owned or private developers.

"In principle, the construction of the IDR 0 DP residential unit does not use APBD funds. However, it is financed by the developer, it can be BUMN, BUMD or private parties," said Sarjoko.
