Central Java Governor Ganjar Pranowo had refused to sign the Central Java Province Regional Development Work Plan (RKPD) after finding a proposal for additional budget for official travel by the legislature of Rp92 billion. "The discussion of the Central Java RKPD has taken a long time, not because of the absence of the Governor of Central Java Ganjar Pranowo in a plenary meeting, but after being observed by him there was a proposal for additional budget, including for the official trip of council members," said Central Java Provincial Secretary Sumarno in Semarrang, quoted from Antara, Thursday, November 3. The Regional Secretary said that the submission for additional official travel budgets for Central Java DPRD members proposed to the RKPD was 29 times or 29 days a month. "A month it's only 30 days. However, how come the official trip is only 29 days. So, the Governor highlighted this. 'What is this right, what is this pantes Mas, please communicate with the council, it can be reduced for the people's priority program'," he said. The communication process, according to the Regional Secretary, took a long time even though the RKPD was finally signed after the Central Java Provincial DPRD was willing to reduce the number of days of his official trip. "After we communicated, there was a reduction in the Rp7 billion budget and there was also a reduction in sarpras so that the total was Rp11 billion, then we diverted one of them for land acquisition for Pujon Market in the Borobudur area," he said. In addition, Governor Ganjar Pranowo also observed financial assistance or aspiration funds for the Central Java Provincial DPRD, which distributed unevenly because those who collected in one district amounted to Rp120 billion. "The governor asked for it to be leveled again and prioritized in poor category areas for eradicating the community from poverty," he said. The Regional Secretary emphasized that the length of the RKPD discussion was because the Central Java Provincial Government prioritized the principle of prudence so that the Central Java Regional Budget was more in favor of the people. "Now the Governor has signed the RKPD and this has been submitted to the Central Java Provincial DPRD as well. Starting November 4, Friday, we with the Central Java Provincial DPRD discussed the 2023 PPAS KUA Draft," he said. According to him, all members of the Central Java Provincial DPRD Budget Agency should have known the dynamics of the discussion. The Regional Secretary assessed that if you look at the progress of the APBD stage, it is not delayed because the APBD discussion time is still within a safe time span because the limit is at the end of November. Regarding the absence of Central Java Governor Ganjar Pranowo in a plenary meeting as questioned by PKB faction member of the Central Java DPRD Benny Karnadi, according to the Regional Secretary, this has no effect because the Governor always comes to plenary sessions that cannot be represented. "The Governor was not present because he was unable to attend, but not many. Those who have to attend because of approval or signing, the Governor must be present," he said.
