JAKARTA - Director of Security and Order at the Directorate General of Corrections at the Ministry of Law and Human Rights (Kemenkum HAM) Abdul Aris said that many large prisons in Indonesia had more than three times overcrowding.

"The Cipinang Prison currently contains 4,916, even though the capacity is 1,136; the Cipinang Prison has a capacity of 880 contents 3,255; the Class 1 Rutan in Central Jakarta has a capacity of 1,500 contents 3,234," Abdul said in the webinar "Sexual Torture is a Crime in the TPKS Law" reported by ANTARA, Monday, June 27.

Of all the 277,672 inmates and detainees, he said, there were 11,389 female prisoners and 2,475 female prisoners. Most of the prisoners and detainees were involved in narcotics and general criminal cases, he added.

Meanwhile, related to security and order disturbances in prisons in January-July 2022, he continued, most were caused by drug smuggling, escapees, and throwing goods into prisons.

Therefore, the Directorate General of Corrections at the Ministry of Law and Human Rights seeks to overcome these various security and order problems through three ways, namely early detection of security and order disturbances, eradicating illicit narcotics trafficking, and creating synergies with law enforcement officials.

"The Director General of Corrections (Reynhard Saut Poltak Silitonga) has a method in handling these cases through advanced correctional keys," he said.

Early detection of security disturbances is carried out in all lines of prisons, he said.

"From the guard, from the placement of people, from the possibility of disturbances in security and order," he added.

In addition, the Directorate General of Corrections at the Ministry of Law and Human Rights also cooperates with various related parties to eradicate illicit drug trafficking in prisons.

"We are together with the leadership of the Drugs and Drug Administration and the National Narcotics Agency (BNN), as well as from other agencies that have information about the illicit trafficking of drugs," he said.

Synergy with various parties is also needed to oversee the problem of implementing crimes in prisons, including the National Human Rights Commission (Komnas), the Ombudsman, and the National Commission on Violence Against Women (Komnas Perempuan).
