JAKARTA - Indonesian Presidential Chief of Staff Moeldoko emphasized the importance of accelerating the disbursement of Non-Tax State Revenue (PNBP) for TNI health facilities (faskes), so as not to further impact on health services at TNI health facilities.

Moeldoko conveyed this, after chairing the Coordination Meeting on the Provision of Special Policies for Withdrawing the Remaining PNBP Balance for TNI health facilities, together with the Ministry of Finance, the Ministry of Defense, the Defense Ministry Hospital Association, the Indonesian National Police, and a number of related institutions, at the Bina Graha Building, Jakarta, reported by Antara, Wednesday, 18 May.

“This fund is actually used for the operation of the TNI health facilities, both for doctor fees, employees, drugs, equipment rental, and others. With the deposit of these funds, health services at the TNI health facilities are hampered," explained Moeldoko as quoted in a press release received.

Moeldoko said, from the results of field verification conducted by the Presidential Staff Office in four provinces, namely North Sumatra, South Kalimantan, East Java, and Central Java, it was found that there were indications of the issue, that the policy change in Minister of Finance Regulation (PMK) 109/2016 to PMK 110/ 2021 concerning Procedures for Determining the Maximum PNBP, has not been socialized to the maximum.

"The policy change was set in August 2021 and implemented a month later, namely September 2021. But this was not socialized to the TNI health unit. And the TNI only received information in March 2022. As a result, the remaining balance of PBNP funds could not be withdrawn," he explained.

Moeldoko revealed the agreement reached at the coordination meeting regarding the acceleration of disbursement of PNBP funds for TNI health facilities, namely by converting these funds as debts that must be paid to the TNI.

"In the meeting earlier, KSP encouraged the TNI health unit to immediately calculate the converted funds as debt to be then handed over to the Ministry of Finance, so that BPKP could directly verify and synchronize to be executed by KPPN," he explained.

Moeldoko also emphasized the need for institutional reform of the TNI health facilities to become a Public Service Agency (BLU). Because with the current status of the TNI health facilities, namely Sub-Working Units, the process of submitting and seeking PNBP funds must go through a very long and time-consuming bureaucracy.

“For example, the application is in April, the disbursement is only in October. It's been a long time. For this reason, KSP encourages TNI health facilities to turn into a Public Service Agency. Of the 48 recommended, 21 TNI health facilities are priorities," he said.
