ICW Reveals Four Modes Of Corruption That Often Occur, Most Dominant In Budget Misuse

JAKARTA - Indonesia Corruption Watch (ICW) revealed that there are four modes of corruption committed by corruptors. In 2021, the most widely used method by these thieves is to misuse the budget.

This is known from the results of monitoring conducted by ICW using the tabulation method of data from the media and the official website of law enforcement officers.

"There are four modes of corruption cases that appear the most in 2021. First, budget abuse is the most common mode of corruption", said the Coordinator of the Legal and Judicial Monitoring Division of ICW, Lalola Easter, when launching the Report on Trends in Corruption Enforcement which was broadcast on the ICW Friends YouTube account, Monday, April 18th.

Meanwhile, three other modes that are widely used are, continued Lalola, fictitious project activities or procurement, embezzlement, and budget mark-ups.

"These four modes are often found in corruption cases in the procurement of goods or services and the management of government budgets", she said.

In addition, ICW also found a new mode of corruption in 2020 in the form of stock manipulation. This new method was detected in 2020 when the PT Asuransi Jiwasraya case and in 2021 when the PT Asabri corruption case was revealed.

"In its development, PPATK found suspicious transactions using bitcoin transactions", said Lalola.

With the growing number of corruption crimes, ICW reminded the competence of law enforcement officers must continue to develop. Thus, the investigation into the alleged homicide can continue to be carried out even though using modern methods.

In addition to explaining the mode of corruption, Lalola also revealed that the actor most involved in corruption was the state civil apparatus (ASN) with a total of 343 people. Furthermore, the private sector is also heavily involved in the Rasuah case with 218 people and the village head of 159 people.

Previously, ICW said law enforcement officers, namely the KPK, the Attorney General's Office, and the police had handled 533 corruption cases with a total of 1,173 suspects and a potential state loss of IDR 29.438 trillion.

Even so, ICW still considers law enforcement officers to work to eradicate corruption as worthy of a D. Because only 24 percent of corruption cases have been successfully handled by the KPK, the Attorney General's Office, and the police.

This percentage is calculated from the number of cases monitored by ICW compared to the target for case action during 2021, then multiplied by 100 percent.
