JAKARTA - Member of Commission B of the DKI DPRD from the PDIP faction, Gilbert Simanjuntak, revealed the strange cost of constructing the Formula E circuit which is currently being worked on in the Ancol area.

Gilbert revealed that on January 24, 2022, PT Jakarta Propertindo (Jakpro) admitted that the total cost of building a Formula E track was IDR 150 billion to Commission B of the DKI DPRD in a meeting.

A total of IDR 70 billion of the budget has been used to buy track equipment since 2019. At that time, Formula E was still planned to be held at Monas. However, it was discovered that Jakpro had only used IDR 15 billion for the manufacture of circuit barriers.

"After the unplanned venue was moved to Ancol, the cost was stated at IDR 150 billion and using Jakpro BUMD company funds. Jakpro said IDR 70 billion had been used when planning the track at Monas, after checking in the field there was only a barrier belonging to Jaya Konstruksi for IDR 15 billion," said Gilbert on Thursday, March 10.

As time goes by, now Jakpro mentions the construction of the Formula E track which was worked on by PT Jaya Konstruksi as the winner of the tender for the auction amounting to IDR 60 billion. This cost also increased from the initial contract value of IDR 50 billion.

"The cost of building a track in Ancol, which was forced to be IDR 50 billion, turned into IDR 60 billion because of false and forced planning," said Gilbert.

Even that cost has not yet been calculated with the construction of the barrier that has been issued in the amount of IDR 15 billion. So, Gilbert calculated so far the cost of building a Formula E track was IDR 75 billion.

The question is, where is the rest of the calculation of the circuit construction cost from IDR 150 billion previously disclosed by Jakpro but now only IDR 75 billion?

"The current budget for roads is IDR 150 billion and what is used to make tracks is IDR 75 billion. Then, what is the rest of the IDR 75 billion budget for? Everything is unclear," Gilbert said.

Gilbert views that Formula E's budgeting problem violates the laws and regulations because neither Jakpro nor the DKI Provincial Government provides data regarding the amount of development costs transparently to the DPRD.

"Here we need the Ministry of Home Affairs, the Prosecutor's Office, the Police, and the KPK to clarify. The transfer of the organization from the Youth and Sports Service to BUMD is suspicious. Because, by being in a BUMD, the Inspectorate cannot check, the DPRD cannot go into details. The intention of moving this is the legal apparatus must be questioned to explore this strange thing," he added.
