JAKARTA - The Witness and Victim Protection Agency (LPSK) paid compensation worth Rp. 23.9 billion for 142 victims of past terrorism (KTML) who are domiciled in Central Sulawesi (Sulteng) today.

The head of the LPSK, Hasto Atmojo Suroyo, said the 142 people were direct victims or heirs of the victims who died. In detail, 45 heirs of the victim died, 21 were seriously injured, 64 were moderately injured, and 12 were lightly injured.

"They are victims of 20 terrorism events before the enactment of Law Number 5 of 2018 concerning the Eradication of Criminal Acts of Terrorism," said Hasto in Palu City, Antara, Friday, March 4.

A total of 142 people, he said, were part of the 357 KTML that were identified by LPSK and BNPT and were declared eligible to receive compensation.

It was also stated that the total compensation value for the 355 victims (KTML) was Rp. 59,220,000,000.00 which had been paid, while for the other two people, the compensation to be paid would be completed immediately. According to Hasto, the submission of this compensation is an implementation of Law Number 5 of 2018 and Government Regulation Number 35 of 2020.

Since the birth of the law, it has been clearly stated that all victims of terrorism are the responsibility of the state.

Law Number 5 of 2018, according to him, is a very progressive regulation and shows siding with victims of terrorism. One of the special things about this law is the emergence of legal breakthroughs that open up opportunities for victims of past terrorism to get compensation without going through court.

Deputy Chairperson of LPSK Susilaningtias added, in addition to providing compensation for victims of past terrorism, at the same time there was also a handover of compensation for victims of terrorism events after the enactment of Law Number 5 of 2018, namely incidents of terrorist acts of terrorism attacking members of the Police and civilians.

The compensation payment was based on the decision of the DKI Jakarta High Court Number 249/PID.SUS/2021/PT DKI, dated October 27, 2021, amounting to Rp1,008,789,872.00 to five people and/or the heirs of the victims.

According to Susi, there are differences in the mechanism for paying compensation for victims of terrorism events before and after the enactment of Law Number 5 of 2018.

For victims of past terrorism or before the enactment of Law Number 5 of 2018, compensation payments are based on the decision of the LPSK which previously conducted an assessment to assess the degree of the victim's injury.

"We also give high appreciation to the Indonesian Forensic Doctors Association (PDFI) which in the last 2 years has continued to carry out medical assessments together with LPSK to determine the degree of injury suffered by the victim. The degree of injury is needed as a basis for determining the value of compensation," said Susi.

Meanwhile, compensation for victims of terrorism events after the enactment of Law Number 5 of 2018, he said, went through a judicial process and compensation was paid for court decisions, such as compensation for five victims and/or the heirs of victims in Central Sulawesi.

"For the payment of compensation for terrorism events after Law Number 5 of 2018, LPSK adheres to the court's decision," said Susi.

It is also hoped that the compensation paid can be used to restore the socio-economic life of the victims.

LPSK will seek to build synergies with relevant ministries/institutions, including the Provincial Government of Central Sulawesi, so that victims who receive compensation receive assistance through debriefing activities and entrepreneurship training.

"Compensation is expected to be used wisely and not consumptively. LPSK is ready to cooperate with local governments to build the program (briefing and training in entrepreneurship)," said Susi.

The compensation of Rp.23,92,000,000.00 was symbolically handed over by the Chairperson of LPSK Hasto Atmojo Suroyo together with the Deputy Governor of Central Sulawesi Ma'mun Amir and member of Commission III of the DPR RI Sarifudin Sudding at the Central Sulawesi Governor's Office.

The compensation handover ceremony was also attended by Deputy Chairpersons of LPSK Antonius PS Wibowo and Susilaningtias, Secretary General of LPSK Noor Sidharta, representatives of the AGO, Director of BNPT Protection, as well as invitations for Kompimda in the local province.
