2 Suspects In The E-KTP Corruption Case Detained By KPK

JAKARTA - The Corruption Eradication Commission (KPK) has arrested two suspects in the alleged corruption case in the procurement of the e-KTP application package for the 2011-2013 fiscal year.

The suspects who were detained were the former Managing Director of the State Printing Company Isnu Edhy Wijaya and the Head of the Information Technology Technical Team for the Application of the e-KTP Husni Fahmi.

Both will be detained after being named suspects in August 2019. At that time, Isnu and Husni were suspects along with two other people, namely a former member of the 2014-2019 DPR RI, Miryam S Haryani and the President Director of PT Sandipala Arthapura, Paulus Tanos.

"For the purposes of the investigation, the ISE and HSF suspects were detained for the first 20 days," said KPK Deputy Chair Lili Pintauli Siregar at a conference at the KPK Red and White Building, Kuningan Persada, South Jakarta, Thursday, February 3.

Lili said Isnu and Husni were detained at the KPK Rutan at the Jaya Guntur Pomdam. The detention of the two was carried out from today, February 3 to February 22.

In this case, Isnu called the KPK together with Andi Agustinus - a private party and has been a prisoner in the e-KTP corruption case - held a meeting with two officials from the Ministry of Home Affairs (Kemendagri), namely Irman and Sugiharto in February 2011.

This meeting was intended so that one of the consortiums that had been formed could win the project which was later approved and resulted in a request for a fee commitment to members of the DPR RI.

Furthermore, as Director of the State Printing Corporation, Isnu at that time formed the management and divided the work among the consortium members. He also proposed that every payment from the Ministry of Home Affairs for work carried out by the consortium be cut by 2 percent to 3 percent of the total payment.

This cut, said Lili, was intended for the benefit of joint management. "In fact, in the details of the offer worth Rp. 5.8 trillion, there is no such component and all payments should be used for the purpose of completing the work," he said.

"The 3 percent cut will ultimately affect the implementation of Perum PNRI's accomplishments," added Lili.

As for the suspect Husni, the KPK said he had met several vendors. In fact, Husni is the Head of the Technical Team as well as the auction committee.

In addition, the KPK also mentioned that Husni had attended several meetings held in July 2010 which discussed the picking test, biometrics, technology, and e-KTP technicalities.

"During the meeting, it was suspected that HSF had participated in changing the specifications, the Budget Plan, and so on with the aim of marking up. After that, HSF often reported to Sugiharto," he said.

As a result of their actions, the KPK suspects that there has been a state loss of up to Rp. 2.3 trillion. Isnu and Husni are suspected of violating Article 2 paragraph (1) or Article 3 of the Law of the Republic of Indonesia Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption as amended by Law of the Republic of Indonesia Number 20 of 2001 concerning Amendments to Law of the Republic of Indonesia Number 31 of 1999 concerning Eradication of Criminal Acts of Corruption in conjunction with Article 55 paragraph (1) 1st Jo Article 64 paragraph (1) of the Criminal Code.
