JORR Elevated Cikunir-Ulujami Toll Road Construction Starting July 2024, Investment Value Reaches IDR 21.26 Trillion
JAKARTA - The Ministry of Public Works and Public Housing (PUPR) will start the construction of the Jakarta Outer Ring Road (JORR) Elevated Cikunir-Ulujami Toll Road in 2024.
The construction of this toll road is expected to reduce congestion in the DKI Jakarta area.
This was marked by the signing of the JORR Elevated Cikunir-Ulujami Toll Road Guarantee and Registration Agreement.
JORR Elevated Cikunir-Ulujami Toll Road Guarantee Agreement signed by the President Director of PT Penjaminan Infrastruktur Indonesia (PII) M Wahid Sutopo as the provider of government guarantees and President Director of PT Jakarta Metro Expressway Omar Dani Hassan as the Toll Road Business Entity (BUJT)
Meanwhile, the Regres Agreement was signed by the Minister of PUPR Basuki Hadimuljono as the Person in Charge of Cooperation Projects (PJPK) and the President Director of PT PII M. Wahid Sutopo.
Later, the 21.6 kilometer (km) JORR Elevated Cikunir-Ulujami Toll Road will be built at an investment cost of IDR 21.26 trillion and a concession period of 45 years starting from the issuance of the Work Start Order (SPMK).
This toll road will be built with a full-elevated structure above the existing JORR with a number of 2x2 lanes 3.5 meters wide (m).
"The construction schedule for 33 months starts from July 2024 to March 2027 with an operating schedule in April 2027," said Head of the Toll Road Regulatory Agency (BPJT) Miftachul Munir in his official statement, Tuesday, October 17.
On the same occasion, President Director of PT PII M. Wahid Sutopo said that PT PII as the Special Mission Vehicles (SMV) of the Ministry of Finance (Kemenkeu) would provide guarantees that included the risk of delays in land acquisition, the risk of delays in tariff adjustments, temporary political risks and permanent political risks.

This guarantee is intended to provide certainty and convenience for investors in investing in the toll road project.
"The KPBU scheme in this toll road project is expected to accelerate the development of road infrastructure which is currently very much needed so that it will increase the positive impact felt by the community," he said.
Meanwhile, President Director of PT Jakarta Metro Expressway Omar Dani Hassan said that the JORR Elevated Cikunir-Ulujami project is one of the most massive toll road construction projects in Jakarta today.
"In carrying out investment in the infrastructure sector, the management of environmental, social, and governance (ESG) aspects plays an important role in almost all processes, both during development to operations aimed at building future connectivity," he said.
