Indonesia-Mozambik Signs Maritime And Fisheries HR Cooperation

JAKARTA - The Ministry of Maritime Affairs and Fisheries (KKP) and the Ministry of Marine Affairs, Land and Fisheries Waters of the Republic of Mozambique agreed on an Action Plan as an implementation of a memorandum of understanding or Mou for Marine and Fisheries Cooperation, including in the field of Human Resources Development (HR).

PoA is an implementation of the MoU which was signed between the Indonesian KKP and the Ministry of Marine Affairs, the Land and Fisheries of Mozambique in 2018, which has been extended in 2021, and is valid for three years until 2024.

Head of BRSDM I Nyoman Radiarta said the scope of cooperation includes sustainable development of aquaculture, spatial planning, processing of fishery products and commercialization.

Then, cooperation regarding prevention, barriers, and eradication of Illegal, Unreported, and Unregulated Fishing (IUUF) or illegal fishing, not reported and unregulated, marine conservation and marine tourism eco, as well as capacity building in the marine and fisheries sector.

"After the signing, the Indonesian delegation held a meeting and discussion with officials from the Ministry of Marine Affairs, Land Waters, and Mozambique Fisheries who discussed marine and fisheries cooperation, especially regarding increasing human resource capacity," Nyoman said in a written statement in Jakarta, Saturday, August 26.

Nyoman said that the relationship between Indonesia and Mozambique has been strongly established, especially in the field of increasing the capacity of marine and fisheries human resources in the framework of South-South Cooperation (KSS) since 2011.

Activities to increase the capacity of human resources that have been collaborated and given by the Government of Indonesia to Mozambique in the form of training in the marine and fisheries sector carried out in Indonesia, as well as sending Indonesian experts to Mozambique.

"Hopefully, these capacity building activities can provide benefits, including the use of Indonesia's resources center in the form of the Fisheries Training Center in order to improve relations and cooperation with African countries," he said.

Furthermore, Nyoman said that the increase in capacity within the framework of the KSS that Indonesia gave to Mozambique, namely the International Training Program for African Countries on Marine Fisheries 2011 at the Air Budi Power Center Payau Situbondo, International Training Program on Freshwater Aquaculture for Asian, Pacific and African Countries 2012 at the Air Tawar Sukabumi Cultivation Center, as well as the International Workshop on Community Based Freshwater Aquaculture for Pacific and African Countries 2015 in Sukabumi.

Then, International Training on Sustainable Fishery Product Development for African Countries 2016 at the Banyuwangi Fisheries Training and Counseling Center (BPPP), International Training on Fisheries for African and Middle East Countries 2017 at BPPP Ambon, Workshop on Review of the National Plan of Action to Prevent and Combat IUUF 2017 in Bali, IFFAI Regional Training for Prosecutors 2019 in Jakarta, as well as Workshop on Integrated Fish Information System for Mozambique: Towards Responsible Fish Production 2019 in Mozambique.

Previously, Minister of Maritime Affairs and Fisheries (KP) Sakti Wahyu Trenggono said his party was encouraging cooperation in the fisheries sector within the South-South framework.

"The importance of balancing between ecological protection, marine health, and economic development absolutely requires cooperation.

For this reason, Indonesia encourages countries that master fishery technology as development partners to provide technical support for South-South States, in the form of talent training and capacity building.
