Coordinating Minister Airlangga: DHE's New Rules For National Interests

Coordinating Minister for the Economy Airlangga Hartarto said that the government had issued Government Regulation Number 36 of 2023 concerning Export Result Foreign Exchange (DHE). According to him, this regulation is an optimization of the use of natural resources for the prosperity of the people and maintaining national economic resilience.

"So what is guarded in this case is not only about the earth, water, land, but also the results must be for the national interest, namely the value or monetization of the natural resources (SDA) itself," he said during a press conference in Jakarta, Friday, July 28.

Airlangga explained, PP 36 encourages financing and sources of economic development to exist in the country in order to increase investment and maintain macro stability in the domestic financial market.

"Well, the potential is huge. From the 2022 data, SDA from four sectors (mining, forestry, fisheries, and plantations) totaled 203 billion US dollars or 69.5 percent of total exports. Thus, the DHE SDA figure which is 30 percent of the total, can be at least 60 billion US dollars in a year (devisa that can be held in the country)," he said.

Airlangga detailed, from the four sectors that received the mandatory DHE SDA regulation, the mining sector was the main contributor (44 percent) with a value of 129 billion.

"From the mining sector, the largest contribution is from coal," he said.

Furthermore, the plantation sector with a value of 55.2 billion US dollars (18 percent of the total) contributed the largest by palm oil. Then, the forestry sector amounted to 11.9 billion dollars (4.1 percent) with the dominance of pulp and paper products. Then, the fisheries sector 6.9 billion US dollars with the largest contribution of shrimp products and others.

The 'placement (DHE from exporters) is placed in a special account with an export value of at least 250,000 US dollars per document. Now what is below is not required (to comply with this latest DHE rule), so that medium, small and micro enterprises are not affected by this policy," said Airlangga.

Meanwhile, the Export Result Foreign Exchange Rules based on Government Regulation Number 36 of 2023 will take effect on 1 August.
