KPU: Digital Money To Transportation Enter Campaign Fund Report
Chairman of the General Elections Commission (KPU) Hasyim Asy'ari said electronic money and transportation services were included in the campaign fund report that had to be calculated.
"What if the form of campaign donations is like electronic money (e-money), providing sound system assistance, for example, then transportation? This is part of the transportation providing cars, that's service. In the campaign fund report, all of that must be converted into rupiah, so it must be calculated," said Hasyim as quoted by ANTARA, Monday, May 29.
According to him, campaign funds have nominal limits that can be donated in accordance with applicable laws and regulations. Any incoming donation funds must be reported honestly and in any form.
Hasyim gave examples, such as individual donations, corporations, or from community associations, either in the form of money or donations with the type of service. For this reason, the KPU has simplified campaign funds into two types.
"The initial reports of campaign funds and the final report of campaign funds. The final report of the campaign funds includes recipients of campaign funds and campaign fund expenditures," he said.
The maximum amount of campaign funds for the Presidential Election, Vice President, DPR and DPRD as well as DPD is regulated in KPU Regulation (PKPU) Number 24 of 2018 concerning Election Campaign Funds.
First, the limit of campaign funds for the president and vice president is contained in Article 10. The presidential and vice-presidential election campaign funds originating from donations from other parties are of the most value of IDR 2,500,000,000.00 (two billion five hundred million rupiah) during the campaign period.
The presidential and vice-presidential election campaign funds originating from donations from other groups, and/or companies or non-governmental entities, are worth at most IDR 25,000,000,000.00 (twenty five billion rupiah) during the campaign period.
Second, the limitation of campaign funds for the DPR and DPRD is contained in Article 16. Campaign funds for the DPR and DPRD originating from donations from other parties as a maximum value of Rp. 2,500,000,000.00 (two billion five hundred million rupiah) during the campaign period.
Campaign funds for the DPR and DPRD originating from donations from other groups, companies or non-governmental entities are worth at most Rp. 25,000,000,000.00 (twenty five billion rupiah) during the campaign period.

Third, the limitation of campaign funds for DPD is contained in Article 22. The election campaign funds for DPD members originating from donations from other parties for individuals are worth at most IDR 750,000,000.00 (seven hundred and fifty million rupiah) during the campaign period.
The election campaign fund for DPD members originating from donations from other groups, companies or non-governmental enterprises is worth at most Rp. 1,500,000,000.00 (one billion five hundred million rupiah) during the campaign period.
On the other hand, Hasyim also highlighted the alleged flow of campaign funds originating from narcotics trafficking or money laundering. The KPU will coordinate with the Financial Transaction Analysis Report Center (PPATK).
"So far, the KPU and PPATK as institutions that have the authority to trace the flow of financial transactions have been working together and so far if there is a suspicious flow of funds submitted to the KPU," added Hasyim.
The KPU will also further ensure that campaign funds that are suspected to have originated from narcotics can still be used or not in accordance with a decision with permanent legal force.
"If it is found and can be proven, it comes from prohibited sources or donations that exceed the limits, or from prohibited contributors, there is a mechanism in the Election Law, namely that money should not be used for campaign funds and then it must be deposited into the state treasury," he added.
