Jokowi Asks For Bureaucratic Digitization Speeded, Menpan RB: Reducing Abuse Excessives

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas said President Joko Widodo (Jokowi) instructed to accelerate the implementation of the Electronic-Based Government System (SPBE). The system accelerates public services is considered to be able to prevent corrupt practices.

"The President's directive is very firm and clear, digitizing bureaucracy is an obligation and not just digitalization but the entire digitalization series must be integrated," said the Minister of State Apparatus RB in a written statement, Thursday, February 2, confiscated by Antara.

President Jokowi, said Menpan RB, paid great attention to digitizing the bureaucracy at all levels. The head of state has also signed Presidential Regulation Number 132/2022 concerning SPBE Architecture on December 20, 2022.

"So that everything is digital-based, reducing various loopholes and potential abuse," said Anas.

Anas said the digitization of the bureaucracy in the SPBE scheme would be effective in preventing corruption as well as accelerating public services. For example, countries with mature digitization are able to create an efficient government system, including an impact on the corruption perception index.

For example, the e-Government Development Index (EGDI) in the world where Denmark and Finland occupy the highest position. This is in line with the ranking of the corruption perception index/IPK or Corruption Perceptions Index/CPI 2022 issued by Transparency International.

As a result, Denmark and Finland became the highest-ranked countries. It is also parallel to Denmark and Finland's Rule of Law Index rankings which are also at the highest level.

"This shows that the digitalization process in all lines that are now of concern to President Jokowi will play a major role in suppressing potential corruption," he said.

A simple example, he continued, is that when all digital-based services do not have repeated data filling in, and no one meets people, everything will be transparent and accountable.

Digitalization also opens up space for community participation to carry out direct supervision. This is important and will contribute to the prevention of corrupt practices. This is because all government service activities can be openly controlled by the community.

In 2022, Indonesia's EGDI will be ranked 77th with a value of 0.71 from a scale of 0-1. Denmark is ranked first with numbers 0.97 and Finland in second place at 0.95.

"Mr. President has instructed that there is an acceleration of digitization so that Indonesia's EGDI increases, which must have a positive impact on the minimization of potential corruption to increase the ease of doing business," he explained.

He explained that there are two major integrated digitalization works that are of concern to the President which include relations between the government and citizens, the government and the business world, as well as between government agencies.

"It's all done by not creating new applications, but making improvements and strengthening governance and integrating them," he said.

Currently, he continued, digitization work to prevent corruption and accelerate public services is being driven by all ministries/agencies.
