Copy Of Singapore, Menpan RB Puji Sistem Merit ASN If Really Implement Anti-Nepotism And Collusion

JAKARTA - The Minister for Administrative Reform and Bureaucratic Reform (Menpan RB) Abdullah Azwar Anas claims that the application of a merit or meritocracy system implemented by State Civil Apparatus (ASN) is the key to building a world-class bureaucracy. Meritocracy is the key to our efforts to build a world-class bureaucracy. Building a meritocracy and government bureaucracy is not an easy matter," said Azwar when delivering a speech at the Reflection on 9 Years of the State Civil Apparatus Commission (KASN) and the 2023 Resolution themed "Strengthening KASN, Strong Bureaucratics", at the Office of KASN, Jakarta, Monday 16 January, confiscated by Antara. He continued, in the application of meritocracy, all parties must get rid of a culture of nepotism and culture that prioritizes the closeness of brotherhood, or collusion. Furthermore, Azwar conveyed the great role of merit systems, especially in realizing bureaucratic reform into a world-class bureaucracy, has been proven through several global research. Among other things, he said, based on Bloomberg studies, it was found that meritocracy is a golden ticket towards good change. Next, referring to the Asian Journal of Political Science, it was stated that the application of merit systems in Singapore began with a comprehensive political recruitment, strategies and anticorruption policies, as well as the provision of high salaries so that Singapore became one of the cleanest countries in the world. Therefore, Azwar also encouraged KASN to ensure that the merit system could be implemented properly in the Indonesian government sector.

Previously, on the same occasion, the Chairman of KASN Agus Pramusinto stated three things that hindered the implementation of the merit system in Indonesia. These three things are strong political interventions against the bureaucracy and ASN, corrupt practices in various forms, as well as the competence gap between the need and the availability of ASN superior in occupying strategic positions in the bureaucracy. To overcome these three challenges, KASN always takes action against various complaints of alleged violations of neutrality due to political intervention and provides recommendations for punishment to staffing officials (PPK) related to ASN who are proven to violate. Then to minimize the occurrence of corrupt practices, in particular the practice of buying and selling positions in the filling of high leadership positions (JPT), Agus conveyed that KASN is committed to continuing to be present to ensure that JPT filling runs in accordance with statutory regulations. "KASN also ensures that JPT is filled by ASN that meets qualifications, competence, and performs highly," Agus said. Furthermore, related to the competence gap between the need and the availability of ASN superior in occupying strategic positions in the bureaucracy, KASN seeks to overcome this by supervising the application of merit systems in government agencies.
