Had 'Strongening,' Parking Manager At The Mataram Hospital Finally Payable Tax IDR 900 Million After The Kejari Holds Case

MATARAM - The prosecutor's office has succeeded in assisting the local government in recovering the parking tax arrears of the Mataram City Regional General Hospital (RSUD), West Nusa Tenggara.Head of the Mataram District Attorney's Office, Ivan Jaka, stated that the tax arrears value was at least Rp. 900 million. "So, in this case, the partners have paid off tax arrears. They immediately pay to the regional treasury," said Ivan Jaka in Mataram, Antara, Monday, November 10.Initially, the prosecutor handled this issue, departing from a special power of attorney (SKK) from the Regional Finance Agency (BKD) of Mataram City who asked for tax arrears collection assistance from partners, a limited company (PT) with the initials PLS.The Mataram Kejari followed up by deploying a Civil and State Administrative Team (Datun). However, this does not make partners carry out the obligation to pay off tax arrears.Kejari Mataram pun melakukan gelar perkara dari persoalan tersebut hingga menemukan adanya indikasi perbuatan melawan hukum. Persoalan ini masuk ke tahap penyelidikan Tim Pidana Khusus Kejari Mataram.Regarding the repayment of partners in the midst of an investigation, Ivan said it would not be a problem. The payment of tax arrears in 2017 was an achievement by the prosecutor in helping the government recover state finances."So, it is not always every problem that is resolved through a judicial process," he said. The government's collaboration with PT PLS in parking management at the Mataram City Hospital was contained in an agreement in 2016 and rescheduled in 2021.In the agreement, it was agreed a form of cooperation in income guarantees. PT PLS will pay a parking space rental every month to the Mataram City Hospital and is willing to fulfill regional tax obligations in accordance with the provisions. However, from the results of the examination of the parking tax revenue document, it was found that there was a problem in the form of fulfilling the obligation to pay parking taxes by PT PLS which did not comply with the provisions.Data recorded in the BKD shows that PT PLS parking tax receivables for the period January 2017 to December 2018 are worth IDR 630 million. For this problem, the Mataram City Inspectorate has conducted an investigative audit from 2019 to 2021 and has been stated in the Examination Result Report (LHP) Number 780.04/171/INSP/XI/2021 dated November 30, 2021.In the LHP, it is stated that the appointment of PT PLS as the parking manager at the Mataram City Hospital is not in accordance with applicable regulations. The reason is, the appointment of PT PLS does not go through the auction process, but is a direct appointment. In addition, PT PLS does not meet the operational requirements for parking management on the land of the Mataram City Hospital because the company does not have a parking business permit issued by the regional head (Wali Kota Mataram) as stated in Article 3 paragraph 1 of the Mataram Mayor's Regulation Number 9/2016 concerning Guidelines for the Implementation of Mataram City Regional Regulation Number 7/2015 concerning Parking Management.Fulfillment of PT PLS' obligations to pay parking taxes is not carried out in an orderly manner because it is known that there are still remaining arrears in payments for the January 2017 period to November 2021. The value reaches Rp921 million. In the LHP, it is also stated that the payment of insurance costs for employees/employees at the Mataram City Hospital to PT PLS is still arrears of Rp. 85 million. Finally, from the LHP on the Mataram City Government Financial Report in 2021, the Indonesian Supreme Audit Agency (BPK) for the NTB Representative noted that the remaining value of parking tax arrears that must be paid by PT PLS as of December 31, 2021.BPK RI NTB Representative noted that the value that arose from the principal lack of payment and the fine reached Rp1.186 billion. BPK stated that the value was a lack of revenue for parking tax revenue from the Mataram City Government.
