Apart From Law Enforcement, BNPT Supports Affirmative Policies Such As Special Autonomy As A Strategy To Counter Terrorism In Papua
JAKARTA - Head of the National Counter-Terrorism Agency (BNPT) Boy Rafli Amar said that his party was implementing multi-stakeholder collaboration aka pentahelix, starting from the government, religious leaders, communities, to traditional leaders in preventing terrorism, especially in Papua.
According to Boy, the collaboration was realized by BNPT through the establishment of the Terrorism Prevention Coordination Forum (FKPT) in Papua and West Papua. FKPT was formed since the government designated the Papuan armed criminal group (KKB) as terrorists.
"We have formed a Terrorism Prevention Coordination Forum or FKPT in Papua and West Papua which collaborates with these elements to prevent acts of violence," Boy said in an online focused group discussion themed "Overcoming Terrorism in Papua: Whose Task?", Wednesday July 20.
Furthermore, Boy explained, this FKPT is also a forum for the parties in it for a means of communication to tackle terrorism from upstream to downstream.
In addition, based on the Antara report, Boy also said that BNPT is actively coordinating with ministries/agencies and local security forces to prevent as well as tackle terrorism in Papua.
"We will continue to monitor with elements of the TNI, Polri, and Kemenkopolhukam to determine the best operational strategy, in this case the hard and soft approach, so that all can be more effective in reducing violence in Papua," he said.
In fact, he added, BNPT also provides assistance to the administration of village funds with the local government so that their use is right on target.
All of that, said Boy, is aimed at countering terrorism in a holistic or comprehensive manner.
On the same occasion, he also said that counter-terrorism efforts were not only realized through law enforcement operations, but also through the emergence of a number of affirmative policies.
This policy, he continued, is aimed at the security and welfare of the Papuan people.
In general, these affirmative policies are reflected through the ratification of the Special Autonomy Law (Otsus) and other policies to accelerate the development of the provinces of Papua and West Papua.
"The government has a high commitment to national development to support the acceleration and equity of Papuan welfare and the fulfillment of the rights of the Papuan people," he said.
