Caught Burning Garbage, This Resident Is Fined By DKI Provincial Government Of IDR 500 Thousand

JAKARTA - A resident with the initials AR was caught burning garbage by the DKI Jakarta Environmental Service. As a result of his actions, AR was subject to a fine of Rp. 500 thousand.

Public Relations of the DKI Environment Agency, Yogi Ikhwan, said that AR was fined for violating Article 130 paragraph 1b of DKI Regional Regulation Number 3 of 2013 concerning waste management and causing air pollution.

"On May 19, 2022, the Jakarta Environment Agency took action against AR perpetrators because they were caught burning trash on Jl Kebagusan Raya, South Jakarta," Yogi told reporters, Monday, May 30.

Yogi emphasized that open burning of waste can cause hazardous chemicals to easily spread through the air.

He continued, any type of waste, be it plastic, wood, paper, leaves, or glass, will release a lot of toxic pollutants, namely particulates (PM2.5 or PM10), CO, SO2, NOx, and VOCs.

"In addition to smoke, burning garbage openly will produce toxic ash residues, such as mercury, lead, and arsenic. These residues can be harmful to health and even kill plants," he explained.

As is known, in Regional Regulation Number 3 of 2013, Article 126 states that everyone is prohibited from: a. throw garbage to TPST and TPA outside 06.00 WIB until 21.00 WIB; b. throw garbage into rivers/times/canals, reservoirs, lakes and sewers; c. throw garbage on roads, parks and public places; d. throw garbage to TPST or TPA without permission; e. burning garbage that pollutes the environment; f. enter and/or dispose of waste into the area; g. throw, pile up, store garbage or animal carcasses on roads, green lanes, parks, rivers, rivers, canals, waterways, public facilities, social facilities and other similar places; h. throw garbage from the vehicle; i. dispose of waste to TPS using motorized vehicles; j. dredging or scavenging waste at TPS except by the Cleaning Officer for the benefit of the service; k. Dispose of waste outside the designated disposal site/location; l. manage waste that causes pollution and/or environmental destruction; m. transporting waste by means of transportation that are not designated for transporting waste; and/or. use the road as a TPS.

Then, in Article 130, it is stated that the governor can give administrative sanctions in the form of forced money to: a. any person who intentionally or is proven to throw garbage outside the specified schedule, is subject to forced money of a maximum of Rp. 100 thousand; b. any person who intentionally or is proven to throw away, pile up garbage and/or animal carcasses into rivers/times/canals, reservoirs, lakes, sewers, on roads, parks, or public places, is subject to forced money of a maximum of Rp. 500 thousand; c. any person who intentionally or is proven to throw garbage from a vehicle, is subject to forced money of a maximum of Rp. 500 thousand; and D. Any person who intentionally or is proven to be dredging or scavenging waste at a TPS resulting in scattered waste, throwing garbage outside the designated disposal site/location, is subject to forced money of a maximum of Rp. 500 thousand.
