When KPK Disburses Rp999.2 Million For SMS
JAKARTA - The Corruption Eradication Commission (KPK) confirmed that it carried out a tender for the procurement of SMS masking or SMS blasts for 2022 worth Rp. 999.2 million. It aims to convey an anti-corruption message.
As for the SMS masking or blas tender, it is listed on lpse.kemenkeu.go.id. The website states that the budget used for procurement comes from the State Revenue and Expenditure Budget (APBN) worth Rp. 999,218,000.
The site also notes that this work is located at the KPK's Red and White Building and that the tender stage has been declared complete.
Furthermore, there are requirements that must be followed by bidders including having a business license in the form of a SIUP or NIB, having a TDP or NIB, having a NPWP, and having fulfilled the tax obligations of the previous year.
Then, the company is required to have a business or office with the correct address and is required to make a letter stating a number of things including that it is not under court supervision, is not bankrupt, and its business activities are not being stopped.
Meanwhile, for technical qualifications, there are a number of things that must be followed, among which the company has at least provided the same service in the government or private sector, including subcontracting experience.
In this tender, there were 19 participants who participated and PT Elpia Internusa Sistematatika won. The company having its address at Ruko BSD Sector 1-1 RC-2 Number 10, Rawabuntu, South Tangserang gave an offer price of Rp.851,554,000.
Actually, there is one other company that also passed the qualification evaluation, qualification verification, administrative evaluation, and technical evaluation, namely PT Smart Millennium Effsiensi. However, it is stated that this company made an offer of Rp.996,998,200 or more from the available budget.
Not the first time
Regarding the data displayed on the LPSE website, the KPK confirmed that it had indeed procured an SMS blast. Acting KPK Spokesperson for Enforcement, Ali Fikri, said this was routinely done and not the first time.
"That's right, the KPK carried out the procurement in question. Similar procurements have been routinely carried out every year and are carried out routinely," Ali told reporters in a written statement, Monday, February 14.
He revealed that this procurement is included in the budget plan that refers to the cost standard from the Ministry of Finance (Kemenkeu). Ali said that the SMS blast medium was chosen so that anti-corruption messages reach the public, especially those related to the State Administrators Wealth Report (LHKPN).
For LHKPN, Ali detailed, one must report that several SMS messages can be sent, starting with a token request; LHKPN notification has been submitted; LHKPN notification is complete; LHKPN notification needs to be corrected; reminder of LHKPN report; LHKPN notification is returned to the draft; notification of LHKPN survey contents; and notification of mandatory data validation report.
The KPK emphasized that none of the procurement was covered by the agency. All information can be accessed through the LPSE of the Ministry of Finance and the public is welcome to carry out supervision.
