Discussing The Revised Utilities Network Perda, Bapemperda Hopes Can Solve Chaotic Cables In Jakarta
JAKARTA - The DKI Jakarta Regional Regulation Formation Agency (Bapemperda) has begun to discuss the amendments to Regional Regulation Number 8 of 1999 concerning Utilities Networks.
Chairman of the Bapemperda of the DKI Jakarta DPRD, Pantas Nainggolan, hopes that the revision of the Utilities Network Regulation can fix cable network problems that are often chaotic and damage Jakarta's aesthetics.
"We all want how in the future the management of the integrated utility network system (SJUT) is something that is very good, and can provide convenience. So that a safe, orderly and beneficial network management will be created for the whole community," said Pantas in his statement, Tuesday, February 8. .
To the DKI Provincial Government, the DKI Jakarta DPRD Bapemperda asked for improvements in the quality of public services, such as the licensing mechanism for telephone internet network services to power cables to be placed underground.
"Whether it's from the ministry and so on. Because this Raperda (change of SJUT) is still something that is very dynamic, considering that there are very few SJUT management facilities and this is the obligation of the DKI Jakarta government how to prepare SJUT in all regions," said Pantas.
Previously, a number of factions of the DKI DPRD had expressed their views regarding the revision of the Utilities Network Perda.
The Gerindra faction highlighted the problem of calculating the amount of tariffs. Gerindra hopes that in determining the tariff, stakeholders should discuss it so as not to burden the user community to business actors.
"Especially if the SJUT tariff is expensive, it will certainly have an impact on the selling value to the community. Of course, it will be a burden and again the people will be harmed," said member of the Gerindra faction of the DKI DPRD, Syarifudin.
Meanwhile, the PKS faction said that the utility network has a very broad scope, such as electricity, telecommunications, information, water, oil, gas, sanitation.
Thus, the basic needs of the people are protected by law and must have guaranteed availability for the people. "Therefore, the legal rules to technical policies in this Raperda must be in line with various applicable provisions. Namely, regulations related to spatial planning, AMDAL, land licensing and so on," said member of the PKS faction of the DKI DPRD, Karyatin Subiyantoro.
Meanwhile, the Head of the DKI Jakarta Highways Agency, Hari Nugroho, said that the DKI Provincial Government guarantees openness to various inputs in order to refine the improvement of SJUT governance through the revision of Regional Regulation No. 8/1999 on Utilities Networks.
"So that there is an integrated use and control of land space, sea space, air space, including subsurface land and water. By considering the carrying capacity of natural resources and the capacity of the environment in a sustainable manner," he added.
