Stumbled, Dare Firly Bahuri To Get Off The Chair Of The KPK Chair

JAKARTA - The determination of Syahrul Yasin Limpo (SYL) to be a suspect by the KPK in the political year and the existence of reports back to the police regarding allegations of extortion by the KPK leadership, allegedly will lead to a re-coupling between the Police and the KPK.

The feud between the KPK and the first National Police in 2009 was called by the former Head of Criminal Investigation Unit of the National Police, Retired Police Commissioner General Susno Duadji as a battle between Cicak versus Buaya. Citing a book by Syed Hussein Alatas from Malaysia, Sociology of Corruption, the corruption that has occurred in Indonesia has reached its worst level. The fighting of the KPK and Polri since 2009-2023 has occurred four times. Susno Duadji, who proclaimed the term cicak a crocodile, said that currently the KPK is no longer a cicak but has grown and turned into a crocodile.

"I did give the name to the KPK as a cicak. Because I was also preparing for the formation of the KPK and was offered as a commissioner at the KPK. Even though I was in the National Police and there was a dispute with the KPK at that time, it did not mean that I was hostile to the KPK. I have never been hostile to the KPK," said former Kabareskrim Purn, Komjen Pol Susno Duadji in a written statement to VOI, Sunday, October 16.

Susno emphasized that during his time as the Head of the Criminal Investigation Unit of the National Police, he had never signed to process the KPK leadership which was held by Bibit Samad Rianto. Unfortunately, Susno was reluctant to provide an explanation of who gave the signature on the grounds that he did not want to open old wounds. Susno, who is now a farmer, explained the term cicak and crocodile was born when he and several KPK leaders were discussing the wiretapping technology owned by the KPK.

"First, the term was not based on the case that occurred between me as Kabareskrim in facing the KPK leadership. The term was there when I and several KPK leaders were discussing technology about wiretapping. And at that time I felt that the wiretapping technology owned by the Police was better and wider than what the KPK had. So at that time I heard the sound of a cicak on the wall, then I illustrated the differences in the wiretapping technology that the KPK and Polri had as Cicak and Buaya," explained Susno.

Unfortunately, the information was mentioned by Susno as being 'pledeted' by intelligence by packing the case of him examining the KPK leadership. Susno emphasized that the plethora of intelligence-made information aims to bring down him who holds a number of important data on jumbo corruption cases.

"Just call it a corruption case of Bank Century. At that time there were only three people in this republic who held data on major corruption cases. The three of them, I am Susnno Duadji for the Century case, Mr. Antasari for IT affairs and finally Mr. Kemas Yahya, who at that time served as Jampidsus at the Attorney General's Office. And it turned out that the three of us were not strong and eventually overturned," said Susno Duaji.

Susno assessed that the feud between the KPK and the National Police this time, which is suspected by the KPK leadership to have blackmailed the minister of agriculture when SYL was held, should never be underestimated. And if what is suspected is true, then it can be ascertained that it will become a local apocalypse in this country. Susno hopes that the handling of the KPK and Polri cases this time will be directly led by the National Police Chief.

"The goal is for the dignity of the KPK - Polri to be maintained. The examination is expected to be accountable and independent. In addition, Pak Firly is also not held hostage for too long. If it is not true then immediately stop it. In this case there are 2 things that need to be noted, firstly the alleged SYL corruption case and the two cases of firearms totaling 12 are in the realm of the police. If that is not proven as well, then the KPK immediately stop it and announce it to the public," said Susno.

The KPK can find elements of gratification in the ministry of agriculture based on reports from the public as well as the National Police, which in this case is represented by Polda Metro Jaya, also received reports from the public regarding allegations of extortion by KPK leaders.

Former KPK leader, M Jasin said that the KPK - Polri feud this time was a bit odd, the reason was that after going up to the investigation level, why has no mention of the suspect's name by the police. The National Police should immediately mention specifically who met and bribed the five existing KPK leaders.

Jasin also mentioned that based on the KPK laws Articles 36 and 65, KPK leaders are strictly prohibited from meeting with suspects or parties of alleged corruption that is being handled by the KPK for any reason. He added that if the rules were violated, then paragraph 4 explains the steps and penalties that will be accepted.

"The KPK leadership is prohibited from conducting a conflict of interest when carrying out a legal case against anyone involved in the case being handled is an explanation for article 36. Article 65 explains that if the KPK leadership violates this, they will be subject to legal sanctions with a threat of 5 years in prison," said former KPK leader, M Jasin as quoted by VOI from Youtube Indonesia Lawyer Club, Monday, October 17.

The extortion offense is one of thirty corruption offenses. Jasin said that evidence of extortion is indeed difficult to prove. However, based on Article 32 paragraph 2 of the KPK Law, whoever is suspected of being involved in a criminal act of corruption must be temporarily dismissed by the president. Jasin explained that the president intervened so that the examination that took place between state officials and state officials would become more independent.

"The state officials mean the Minister of Agriculture Syahrul Yasin Limpo and the state administrators are the KPK leaders. Based on photos circulating in the media, it is known that the KPK leadership who met the minister had the initials FB," said M Jasin.

The dispute between the KPK and the National Police is currently very different from the previous one. There was no offense in the two government agencies. Jasin emphasized that currently what the two institutions need to do is to satisfy public curiosity about the alleged corruption case handled by the KPK and the alleged extortion committed by the KPK leadership and the findings of 12 firearms handled by the Police.

Jasin assessed that the cases handled by the KPK and Polri were very large and there were no legal activities or processes related to the political agenda and political year. The reason is that if the legal process is carried out for a long time or is delayed, the public's views will spread quickly negatively.

"The legal process does not need to be postponed, because if it is postponed there will be speculation in the community that will spread quickly and have a negative impact on the good names of the two state institutions. I believe this is purely a legal case and still maintains the mind to always be clear. I feel that there is no personal offense in this case," said M Jasin.

Former Deputy Chairperson of the KPK, Saut Situmorang, mentioned several interesting things. Based on the information sequence he received, the alleged corruption case that occurred at the Ministry of Agriculture occurred in 2021. Then a photo of the meeting after badminton circulated between KPK Chairman Firly Bahuri and Agriculture Minister Syahrul Limpo took place in 2022. The investigation process began in early 2023 and was investigated in June 2023.

"I really hope that this big case can be resolved by satisfying curiosity and increasing public confidence in the legal process that is happening in this country. If it is successfully resolved properly, then I agree that this is called a crocodile against a crocodile but if it is not able to be resolved properly, I call this the case of dicak versus ucak," said Saut Situmorang through a written report received by VOI.

Chairman of the Indonesia Police Watch (IPW), Sugeng Teguh Santoso, assessed that the determination of the suspect against KPK Chairman Firli Bahuri in the alleged extortion case against former Minister of Agriculture (Mentan) Syahrul Yasin Limpo or SYL was only a matter of time.

He made this statement when responding to the steps taken by the Polda Metro Jaya to submit a supervision request to the KPK in handling the case.

"The determination of the suspect FB (Firli Bahuri) is just a matter of time. Investigators are very confident that they have sufficient evidence to declare that there has been a criminal act of extortion and/or gratification and/or violation of Article 36 in conjunction with Article 65 of the KPK Law. So that they dare to be tested for their work results by involving the supervision of the KPK," said Sugeng.
