JAKARTA - The Ministry of Communication and Digital Affairs has temporarily frozen the Electronic System Operators List (TDPSE) against TikTok Pte. Ltd. for non-compliance with the platform in fulfilling its obligations.

The Director General of Digital Space Supervision of the Ministry of Komdigi, Alexander Sabar, explained that this suspension occurred on suspicion of monetization of live activities from accounts indicated by online gambling.

He stated that Komdigi had submitted a request for data that included traffic information, live streaming activities, as well as monetization data, including the amount and value of gift giving.

"This step is a form of government firmness after TikTok only provided partial data on TikTok Live activities during the 25'30 August 2025 demonstration period," Alex said in his official statement Friday, October 3.

According to Alex, Komdigi has called TikTok to provide clarification directly on September 16, 2025, and TikTok is given until September 23, 2025 to submit the requested data in full.

However, through an official letter from TikTok numbered ID/PP/04/IX/2025 dated September 23, 2025, it was stated that TikTok had internal policies and procedures that regulate how to handle and respond to data requests, so TikTok stated that it could not provide the requested data.

Alex said the request for data refers to Article 21 paragraph (1) of the Regulation of the Minister of Communication and Information Number 5 of 2020 concerning Private Scope Electronic System Operators which states the obligation of the Private Scope PSE to provide access to Electronic Systems and/or Electronic Data to Ministries or Institutions in the context of supervision in accordance with statutory regulations.

"So, Komdigi assesses that TikTok has violated its obligations as a PSE Private, and we are taking steps to temporarily freeze TDPSE as a form of follow-up to surveillance," he said.

He stated that this firm step was not merely an administrative action, but a form of state protection to ensure the security of the Indonesian people from the risk of misuse of digital technology.
