JAKARTA - The government through the Ministry of Communication and Digital Affairs is completing two draft Presidential Regulations (Perpres) which will become an important basis for the development and utilization of artificial intelligence (AI) technology in Indonesia.

The two draft Presidential Regulations are the Presidential Decree regarding the national AI roadmap as outlined in the form of white books, and the Presidential Decree which regulates safety and security aspects in the use of AI.

The Director General of Digital Ecosystems of the Ministry of Communication and Digital Affairs, Edwin Hidayat Abdullah, explained that the two draft Presidential Regulations have different but complementary focus.

"The discussion of the roadmap is fostering innovation. Meanwhile, the core value ethics are sustainability and community," said Edwin at the AI Innovation Summit (AIIS) 2025 held by CORIKA on Tuesday, September 16 in Jakarta.

Meanwhile, General Chairperson of the Bureaucratic Intelligence Industry Research and Innovation Collaboration (KORIKA), Hammam Riza, as an institution that plays an important role in the drafting of the AI Presidential Regulation, CORIKA spoke about the possibility of imposing sanctions on violations of the AI Presidential Decree later.

Hammam assessed that the government does not need to rush into implementing a hard law approach. Because according to him, instead of immediately preparing new sanctions, the government needs to maximize the implementation of existing regulations.

"We should not be in a hurry to talk about hard law. We must be able to strive so that this rule does not burden our intention to innovate. It becomes a concern. Let alone to make new rules, but we can explore existing rules," he said.

At different times, the Deputy Minister of Education and Culture, Nezar Patria, said that the preparation of this AI rule was nearing the final stage. In addition to the drafting process, the government has also held public consultations to collect input from various stakeholders.
