JAKARTA - The Ministry of Communication and Digital presents the SEMANTIK (Comfortable Smile with Biometrics) program as part of the launch of the Regulation of the Minister of Communication and Digital Number 7 of 2026.

Permen Komdigi Number 7 of 2026 concerning the Registration of Customers of Telecommunications Services through Mobile Network requires the public to register mobile phone numbers using biometrics.

"We hope that this policy can improve the overall management of customer registration and improve the quality of national telecommunications services," said Minister of Communication and Information Meutya Hafid at a press conference launching the SEMANTIK program on Tuesday, January 27 in Jakarta.

Registration of SIM cards with this biometric method is expected to minimize the circulation of numbers without identity which have long been used for fraud, spam, and misuse of personal data, as well as ensuring that each mobile number can be accounted for to the owner of the valid identity.

This regulation also requires mobile operators (opsel) to provide a platform, where customers will be able to check whether their NIKs are registered in one or more phone numbers or not.

Director General of Digital Ecosystems Komdigi, Edwin Hidayat Abdullah, said that mobile operators will open access to check for customers who have registered biometrics at their respective sites.

But starting July 2026, the number checking system between operators such as Telkomsel, Indosat, and XLSmart will be integrated, so that customers can monitor all cross-operator numbers connected to their NIK in one platform.

"So Telkomsel customers will also be able to see if the number is used in XL or Indosat. So with that we also feel safe," said Edwin further.
