DKI Provincial Government Starts to Leave Open Dumping, Bantargebang Applies Controlled Landfill

JAKARTA - The DKI Jakarta Provincial Government has started to implement a controlled landfill system at TPST Bantargebang as an initial step to stop the practice of open dumping which is targeted to be completed in 2029. The change in the waste management system is carried out gradually so that field operations continue to run without disrupting the collection service.

The initial phase begins with the closure of the disposal area using protective media which will then be strengthened using geomembranes. At the same time, the DKI Provincial Government has also begun to reduce waste that is directly dumped by increasing the portion of residues from processing that are sent to TPST Bantargebang.

Head of the DKI Jakarta Environment Service, Dudi Gardesi, said the transformation was part of the Jakarta Waste Management Roadmap 100 Percent Managed which was compiled together with the Ministry of Environment.

"The DKI Provincial Government has a clear and measurable direction for improvement. The transformation is carried out gradually so that services continue to run, while protection of the environment and the safety of all parties in the Bantargebang area continues to be improved," said Dudi in his statement, Wednesday, July 22.

Since July 17, 2026, the closure of the disposal area has begun at the top of the Bantargebang TPST Zone 2. The system is applied using a seven-day cycle, where one area is closed after use, while the disposal activity is moved to another point that has been prepared.

This pattern is applied so that the process of arranging and maintaining the disposal area can run simultaneously with daily operations. In the future, the cover media will be gradually replaced with geomembranes which are considered more effective in controlling environmental impacts.

In addition to changing the hoarding system, the DKI Provincial Government also targets that starting August 1, 2026, about 25 percent of waste that enters the Bantargebang TPST is in the form of residues from processing. This means that more waste must be sorted and processed first before being sent to the final processing location.

The DKI DLH has also prepared a number of mitigation steps to support the implementation of controlled landfills. Among them are mapping landslide-prone areas, arranging slope stability, mapping community and scavenger activities, improving sanitation, to drafting a cover design for disposal zones using geomembranes.

In the roadmap that has been prepared, the use of protective media is targeted to be expanded to two disposal points in 2027 with a composition of residual waste reaching 50 percent. The target is increased to three disposal points in 2028 with 75 percent of the waste entering the form of residual waste from processing.

The DKI Provincial Government targets that by 2029 all waste sent to the Bantargebang Waste Management Center (TPST) has undergone processing so that only residues remain. With this scheme, the practice of open dumping is targeted to be stopped completely.

"The more garbage that is sorted and processed before being sent to Bantargebang, the less that has to be buried. The DKI Provincial Government is committed to implementing this change consistently so that Bantargebang becomes safer, more organized, and environmentally friendly," said Dudi.
