JAKARTA - The Association of All Indonesian Telecommunications Operators (ATSI) has asked the government to review the spectrum fee, tax, and Non-Tax State Revenue (PNBP) policies for the expansion of 5G networks in Indonesia.

ATSI Executive Director, Marwan O. Baasir, stated that 5G is no longer a new technology, but has become part of the roadmap for the development of a sustainable network.

"Actually 5G is a roadmap, can operators stop with the development roadmap? No. Continuity must occur, operators must go," said Marwan to the media some time ago.

However, Marwan emphasized that there were still two main challenges facing operators in accelerating the implementation of 5G, namely the business model and high costs, especially related to spectrum and fiscal burden.

According to him, in the midst of the government's push to expand internet access for the public through various programs, the telecommunications sector is still burdened with high taxes and PNBP.

"Internet is very important. It's number three. When the tax is still going on? The tax is still high, that's it. It's enough to take the luxury of taxes from these internet quotas, give people freedom," he said.

He revealed that ATSI, along with other mobile operators, had proposed that the government reduce the total regulatory cost, including PNBP, to below 10 percent, in accordance with the GSMA's recommendations.

"Under 10%. The proposal of the ATSI is with other associations, lower it, it is 12.4%, lower it by 3%, add 9.4% (regulatory cost)," said Marwan.

He assessed that if the government wanted 5G acceleration to run faster, then tax reduction and PNBP were the key. "If you want it to be fast, the tax needs to be reduced. PNBP is reduced," said Marwan.
