JAKARTA - Minister of Communication and Digital Affairs, Meutya Hafid, emphasized that Government Regulation (PP) Number 17 of 2025 concerning Governance for the Implementation of Electronic Systems in Child Protection (PP TUNAS) has been designed in accordance with ethics and culture in Indonesia.

In a joint working meeting with Commission I of the DPR RI, Minister Meutya explained that the absence of sanctions and fines in the PP was not a form of leniency, but part of a gradual regulatory design that would be lowered through a Ministerial Regulation (Permen).

This statement came after several members of Commission I, including Nico Siahaan and Nurul Arifin, assessed that the implementation of PP TUNAS was not too strong to regulate minors in accessing digital platforms.

"So actually, if you say gray, maybe our communication language that uses the word 'delaying children' is not 'ban', but the end is the same, that children when they are 13 years old, it means that under 13 years old cannot," explained Meutya on Monday, December 8 in Senayan.

He explained that the reason for using the term was to make it more acceptable to the public, without reducing regulatory firmness which still prohibits access to age under the stipulated limits.

"It is possible because our Eastern culture uses a more acceptable language, not only in the public's ears but in the ears of our children who currently use a lot of social media and also PSE," he said.

In the drafting of Government Regulations (Permen), which is a derivative rule of PP TUNAS, Meutya hopes to discuss from all parties, to get input on what must be in the regulation.

Currently, the government is targeting the implementation of PP TUNAS as a whole to be completed for one year since PP was issued, in March 2026 to be exact. The mapping of platform risks and practical tests with children is also underway to determine which platforms are classified as high or low risk.

"Currently, we cannot announce which social media is included in the high risk profile, which is low. Today in Yogyakarta, a practice test is being carried out where we invite our children to use various kinds of social media and also PSE. Then this is a survey and include them later which one they consider a high risk profile, which one they think is safe for them," concluded Meutya.
