This feature will apply to the Messages app. Apple says that children under 18 cannot call new numbers without the consent of their parents. That way, parents can monitor who their children are calling.
In a preview shared by Apple, it can be seen that a child sends a request to contact a friend. Parents who receive requests will see two options to respond. They can refuse or review their contacts first.
