Microsoft-backed OpenAI was founded as an open source nonprofit, before co-founder Altman switched to a limited profit structure in 2019.

In November, Altman said that Microsoft would take a non-voting position as an observer on the company's board.

OpenAI dismissed Altman on November 17 for no detailed reason, which raised concerns among investors and employees. However, he was restored a few days later with the promise of a new council.

In October, Biden signed an executive order demanding an artificial intelligence system developer that poses risks to US national security, economy and public safety to share security test results with the federal government. The order goes beyond the voluntary commitments made by artificial intelligence companies this year.
